Currently, the whole province has more than 1,180 administrative procedures under the jurisdiction of two levels of government. From July 1, the two-level government officially operated, the tasks and authorities transferred to the commune and ward levels are quite large, spread across many fields. According to the grasp, on average, each day, the public service centers of communes and wards have dozens of citizens coming to perform administrative procedures, especially in communes and wards located in densely populated areas, the number of people coming is 2 or 3 times higher. With such a large amount of work, it requires the public service centers at the commune level to operate more professionally and systematically.
Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Administration Center, Office of the Provincial People's Committee said: In order to ensure the best service for people and businesses when implementing administrative procedures, we have advised the Provincial People's Committee Office to submit to the Provincial People's Committee to issue documents directing the People's Committees of communes and wards to focus on implementing tasks to improve the quality of public administrative services at the commune level. We also advised the Provincial People's Committee Office to organize training and fostering for the staff and civil servants working at the communal public administration center to create unity in awareness and solid professional expertise to serve people and businesses well.
Accordingly, on July 10, the Provincial Public Service Center organized a training conference on administrative procedure control for more than 400 delegates, including officials and civil servants working at the Public Service Centers of communes and wards in the province. In addition, the People's Committees of communes and wards have prioritized the use of allocated funds to arrange equipment to serve people and businesses such as: number taking machines, number display screens, computers for people to look up, surveillance cameras...; fully arranged support personnel at the communal Public Service Centers according to instructions.
At the same time, in order to minimize the delay in administrative procedures, the Public Service Centers of wards and communes have had many optimal solutions. For example, strengthening the review and reduction of the time limit for handling administrative procedures, in 2025 the rate reached 30.29% (exceeding the set plan by 0.29%); promoting the implementation of administrative procedures through the electronic environment, from July 1 to now, the whole province has received 7,970 online records, accounting for 50.4% of the total number of records received... The team of civil servants at the reception and result delivery department of the center also maximized their responsibility, strengthened administrative discipline and made efforts to serve the people best.
Ms. Chu Thi Chuyen, a civil servant of Justice - Civil Status, Khanh Khe Commune Public Service Center, shared: In the process of performing my duties, I always try to process procedures quickly, not making people wait long. For complicated documents, I give specific instructions so that people can prepare all the documents from the beginning, avoiding the situation of having to supplement them many times. I also regularly update new regulations on the procedures I am in charge of to apply them promptly, ensuring the correct process and the rights of the people. From July 1st to now, the field I am in charge of has received 12 files, 100% of which were processed on time and in accordance with the process.
In addition, at the commune-level Public Service Center, the youth union and post office staff actively support people in looking up and registering procedures on the National Public Service Portal, providing instructions on how to operate on mobile devices, installing and using the VNeID application and electronic identification accounts; employees of telecommunications enterprises (VNPT, Viettel) organize mobile technical support for officials of communes and wards...
With such solutions, the reception and settlement of administrative procedure records have achieved positive results, with a high percentage of on-time records. From July 1 to now, the province has received 15,805 records; 12,715 records have been settled, of which 11,559 records were on-time and before the deadline, reaching 91.22%; the remaining records are still within the deadline and are being settled.
Ms. Hoang Thi Thu, block 7, Tam Thanh ward said: In mid-July 2025, I went to the ward's Public Security Center to register my child's birth. When I got there, the judicial officer guided me through the process and the documents that needed to be submitted. In less than 10 minutes, I quickly completed the application. I was very satisfied.
With practical solutions and the proactive and seriousness of the Public Service Centers of communes and wards, the reform of administrative procedures has achieved positive results, with a high rate of on-time administrative procedure records, bringing satisfaction to the people.
