Co To District People's Council approved the policy of establishing Co To Special Zone.

At the 25th session (special session) held on April 21, the People's Council of Co To district, term VI, 2021 - 2026, unanimously approved the policy of establishing Co To Special Zone on the basis of converting the current status of Co To district into a Special Zone and ending the operation of commune-level administrative units (Co To town, Dong Tien commune, Thanh Lan commune).

According to the Report of the People's Committee of Co To district presented at the meeting, based on Document No. 03/CV-BCĐ, dated April 15, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government model on the orientation of a number of tasks for the arrangement of administrative units and the organization of 2-level local governments; on the organization of the apparatus, cadres, civil servants and public employees when implementing the arrangement: "Develop a plan to convert the status quo of island districts and island cities into Special Zones and end the operation of commune-level administrative units (if any) belonging to island districts and island cities" , establish Co To Special Zone on the basis of converting the status quo of Co To district into a Special Zone and ending the operation of commune-level administrative units (Co To town, Dong Tien commune, Thanh Lan commune).

The reason for choosing the name "Co To" is because Co To is a name with a long history, officially appearing after 1889 and associated with the formation and development process of the island district. This is a place name that has been positioned on domestic and international tourism maps, with important historical, cultural and national defense significance. Keeping the name "Co To" when establishing a new administrative unit aims to preserve traditional values, increase tourism brand recognition and be consistent with the socio-economic development orientation of the locality.

Delegates voted unanimously to approve the policy of establishing Co To Special Economic Zone.

After being established, Co To Special Zone has an area of ​​5,368 hectares, a population of 7,151 people, and maintains the current administrative boundaries of the district. The organizational structure after the arrangement of the administrative units to establish Co To Special Zone includes: Party Committee, Special Zone Government, and Vietnam Fatherland Front Committee. The main working headquarters of the Party Committee and People's Committee of the Special Zone is the current headquarters of the District Party Committee - People's Council - People's Committee; The headquarters of the Party Committee, People's Council and People's Committee of Co To town in Zone 3, Co To town is the headquarters of the People's Council, the Fatherland Front, socio-political organizations and a number of specialized departments under the Special Zone People's Committee; The headquarters of the Party Committee, People's Council and People's Committee of Dong Tien commune in Hai Tien village, Dong Tien commune is the headquarters of the Public Administration Service Center and is partly arranged for the police and military of the Special Zone; The headquarters of the Party Committee, People's Council, and People's Committee of Thanh Lan commune in village 2, Thanh Lan commune is the representative office of the Party Committee and People's Committee of the special zone, partly arranged for the police and military of the special zone.

Regarding the plan to organize the apparatus of the Special Zone Government, including: People's Council, People's Committee. Specifically, the People's Council includes 2 specialized assisting committees: the Economic - Social Committee and the Legal Committee; in the immediate future, 7 specialized departments will be maintained to ensure stability in the state management apparatus. For the District Inspectorate, the arrangement will be implemented according to Decision 755/QD-TTg dated April 13, 2025 of the Prime Minister.

The meeting also acknowledged the constructive comments of delegates on the organizational structure, management model, specific policy mechanisms and factors related to national defense and security in the process of building and operating the Special Zone.

Previously, the People's Councils of communes and towns also organized a survey to collect voters' opinions on the Project to establish Co To Special Economic Zone in a strict, public, democratic spirit, following the correct procedures and regulations.

Accordingly, the total number of voters of Co To town present in the locality participating in the poll was 1,764/1,900 voters, the number of voters agreeing with the Project to establish Co To Special Zone and agreeing with the name of the new administrative unit as "Co To Special Zone" was 1,764/1,764 people, reaching 100%.

At the Session, a Resolution was passed agreeing to the policy of establishing Co To Special Zone on the basis of transferring the current status of Co To district and ending the operation of commune-level administrative units (Co To town, Dong Tien commune, Thanh Lan commune).
