Specifically, the People's Council of Tien Phuoc district agreed with the proposal and project of the district People's Committee on merging the entire natural area and population size of Tien Cam commune and Tien Son commune to establish a new administrative unit, named Tien Son commune.
According to the audit report of the Legal Committee of Tien Phuoc District People's Council, the project to rearrange commune-level administrative units in Tien Phuoc district, period 2023 - 2025, was implemented in accordance with the process and procedures; most of them were agreed and supported by the people (94.3% of Tien Cam commune voters and 84.78% of Tien Son commune voters agreed).
However, the arrangement of commune-level administrative units will lead to certain difficulties, especially the impacts on the implementation of state management functions; adjusting and supplementing citizens' documents; arranging and organizing staff, civil servants, and non-professional workers.
Therefore, in order for the new administrative unit to operate stably and effectively after the arrangement, the Legal Committee of the Tien Phuoc District People's Council recommends that the District People's Committee direct, review, and arrange the number of cadres, civil servants, and non-professional workers to ensure that they are suitable and meet the requirements of the tasks and promptly resolve policies for cases of surplus according to the Government 's regulations and Resolution No. 37/2023/NQ-HDND, dated December 29, 2023 of the Provincial People's Council.
At the same time, Party committees and authorities at all levels need to promptly direct the completion of the organizational structure of the new administrative unit, arrange and assign appropriate staff, and operate stably. Actively prepare personnel for the Party Congress for the 2025-2030 term and elect People's Council delegates for the 2026-2031 term.
Also according to the Legal Committee of Tien Phuoc District People's Council, according to the project, the location of the headquarters will initially use both existing headquarters (Tien Cam commune and Tien Son commune) to ensure the operation of the new administrative unit. This is an issue that the people are very concerned about, moreover, it is difficult to assign and arrange cadres and civil servants to perform tasks at the two headquarters, so it is necessary to have a specific plan and roadmap for the working headquarters for the new Tien Son commune and have a plan to reasonably use schools, medical stations, etc.
In the immediate future, the Legal Committee of the Tien Phuoc District People's Council requests the District People's Committee to direct relevant sectors and localities to inspect, review and implement administrative procedures related to the new administrative unit. As well as create favorable conditions for people in their daily life and transactions, carry out administrative procedures, convert documents according to the new administrative unit and not collect any fees when converting documents due to administrative boundary adjustment according to Resolution No. 35 dated July 12, 2023 of the National Assembly Standing Committee.
