Truc Ninh District People's Council focuses on supervising the settlement of voters' petitions

In order to effectively supervise the settlement of voters' opinions and recommendations, immediately after each voter contact session, the Standing Committee of the Truc Ninh District People's Council directs the Heads of the District People's Council Delegation Groups to work with the Party Committee, the local government, and the Fatherland Front in the candidate units, coordinate with the Standing Committee of the Vietnam Fatherland Front Committee, the conference secretary where the voter contact is held, to synthesize voters' opinions and recommendations to classify, determine authority, and develop reports to ensure that no voters' opinions and recommendations are missed. The complete and timely collection of voters' opinions and recommendations in localities in the district has contributed to improving the quality of the report synthesizing voters' opinions and recommendations. Every quarter, the Standing Committee of the District People's Council holds meetings to listen to the progress and results of the settlement of voters' opinions and recommendations. Thereby, to ensure that 100% of voters' recommendations are implemented, considered and resolved by the District People's Committee, agencies, units and sectors, not forgotten, or reviewed and reported to the District People's Council near the meeting; strengthen the review and monitoring of opinions that have lasted from the beginning of the term until now and are still stuck and have not been resolved; evaluate the percentage of recommendations that have been resolved. Before regular meetings, when receiving reports on the results of resolving voters' recommendations from the District People's Committee, the Standing Committee of the District People's Council assigns the Legal Affairs Committee to review, supervise and report the results of supervising the resolution of voters' recommendations to the Standing Committee and the District People's Council at the meeting. The contents of resolution and responses are fully posted on the District's Electronic Information Portal and the Electronic Information Pages of communes and towns for voters to grasp, monitor and supervise...

With many positive solutions from the District People's Council, voters' opinions and recommendations were all answered, many of which were promptly resolved by the authorities, creating high consensus among voters. Typically, voters of Truc Thang commune recommended overcoming the situation of water fern and waste from Ninh Co river and from the upstream of Thop river drifting in, stagnating for many days, causing environmental pollution, affecting the health and daily life of people in Van Thang village. Immediately after receiving the voters' recommendations, Truc Ninh District People's Committee requested Hai Hau Irrigation Works Exploitation One Member Co., Ltd. and Truc Thang Commune People's Committee to inspect, handle and overcome the environmental pollution in Van Thang village. Implementing the proposal of Truc Ninh District People's Committee, Hai Hau Irrigation Works Exploitation One Member Co., Ltd. has coordinated with the People's Committees of communes and towns to do a good job of clearing, dredging the flow, and cleaning the environment on the canals. Every year, the company signs a contract to manage the clearance, water flow, and environmental sanitation on inter-commune canals and secondary canals according to the plan. On the other hand, to prevent water fern and waste from flowing downstream from Ninh Co River, the company has installed trash screens at the sluice gates on the left dike of Ninh Co River from Roc sluice to Se sluice, including Thop sluice; at the same time, the company has directed the irrigation cluster to strengthen coordination with communes in the management area to regularly organize the clearance of water fern and waste on the canal, combined with water drainage periods. For Thop canal, the company regularly carries out clearance. Currently, Thop canal is clear and clean, ensuring irrigation water supply, serving production and ensuring environmental sanitation.

Regarding the opinions of voters in the communes of Truc Dao and Truc Cuong, it is recommended that telecommunications units Viettel, VNPT, FPT in Truc Ninh district have a plan to coordinate and provide technical support for moving telecommunications poles in localities to implement traffic construction projects in the communes. The district People's Committee has assigned the Department of Culture and Information to coordinate with relevant agencies, the People's Committees of Truc Dao and Truc Cuong communes to conduct surveys, review, and request telecommunications units Viettel, VNPT, FPT in Truc Ninh district to have a plan to coordinate and provide technical support for moving telecommunications poles in localities. Up to now, telecommunications enterprises have supported the relocation of 15 telecommunications poles to construct the road in Hamlet 1 Quang Tien; VNPT Truc Ninh has surveyed and agreed to relocate 36 telecommunications poles that need to be relocated to construct the project to renovate and upgrade the commune's main road in the area of ​​Phu Hoa Hamlet, Truc Cuong Commune.

Since the beginning of the 2021-2026 term, the People's Council of Truc Ninh district has received nearly 105 petitions from voters. It has compiled and transferred 10 petitions to the province according to its authority for settlement; transferred 95 petitions to the district People's Committee and related departments at the district level. Up to now, through review and supervision, 95 opinions and petitions under the authority of the district level have been resolved (100%) basically ensuring the content and on time as prescribed. Recommendations related to areas that have a great impact on people's lives and are of interest to voters such as: Clean water, environmental sanitation, food safety and hygiene, granting land use right certificates, economy and infrastructure, agriculture, irrigation, culture - society, internal affairs, national defense, security, the District People's Committee has directed specialized agencies to coordinate in resolving and responding, basically meeting the legitimate requirements and aspirations of voters and people in the district.

Comrade Nguyen Thanh Tung, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Truc Ninh District said: In order to improve the quality of monitoring the results of the settlement of voters' petitions by the District People's Council, the synthesis of voters' opinions and petitions must be complete and accurate, with specific groups and fields of petitions, avoiding errors and overlaps so that the Standing Committee of the Vietnam Fatherland Front Committee and the Standing Committee of the District People's Council can classify, synthesize, report to the People's Council at the session and forward to competent agencies for consideration, settlement and response to voters according to the provisions of law. At the same time, the delegation and People's Council delegates can select some contents of voters' petitions in combination with monitoring and grasping issues in the local economic, cultural and social life to prepare for the content of the questions sent to the People's Council session. People's Committees at all levels and competent authorities need to seriously implement the reception, settlement and response to voters' opinions and petitions; Strictly implement the preparation of reports on the results of handling petitions and responding to voters according to regulations; improve the quality of handling voters' opinions and petitions to ensure progress and content; thoroughly handle opinions and petitions within the authority according to the provisions of law; avoid backlogs and prolongation. Provide timely, accurate and complete information to voters about the results of responding to and handling voters' opinions and petitions so that voters understand and reach consensus. The Standing Committee of the People's Council, the People's Council committees, the People's Council delegations and each district People's Council delegate proactively and actively monitor, urge and supervise the handling of voters' petitions by functional agencies. Focus on monitoring and supervising to the end so that voters' legitimate opinions and petitions have not been satisfactorily, fully and thoroughly resolved; pay special attention to monitoring the contents related to the areas that voters are interested in and have petitioned over many sessions. On that basis, the Standing Committee of the District People's Council synthesizes a report on monitoring the results of handling voters' petitions to report to the People's Council at the next session. The District Fatherland Front Committee proactively coordinates with the Standing Committee of the District People's Council to monitor, urge and supervise the handling of voters' petitions by competent agencies, promptly reporting to the Standing Committee of the People's Council, the People's Council Committees, the delegations and the district People's Council delegates to request competent agencies to receive and handle voters' petitions, better meeting voters' aspirations.
