Revealing the enterprise proposing to complete the North-South expressway phase 1 with PPP capital

There are currently 5 sections of the North-South expressway in the East phase 2017-2020 using State budget capital with a length of 356 km that need to be completed soon from the limited 4-lane scale to the planned 6-lane scale.

The North-South Expressway, East section, Mai Son - National Highway 45 is being planned to be expanded to 6 lanes.

Deo Ca Group has just sent a document to Prime Minister Pham Minh Chinh regarding the implementation of Resolution No. 68 on private economic development and investment in expanding the eastern sections of the North-South Expressway under the PPP method.

Accordingly, this investor proposed that the Prime Minister preside over the organization and coordinate with relevant ministries and branches to consider assigning Deo Ca Group to agree with the Ministry of Construction to study and select a route section to propose the project to expand the North-South expressway in the East, phase 1 (2017-2020), investing under the PPP method on the principle that the enterprise proactively arranges finance (from legal domestic capital sources), does not use the state budget, balances revenue to repay the project and contributes to the state budget during the exploitation process.

This enterprise also proposed that the head of the Government assign the Ministry of Construction to preside over and work with the Ministry of Finance with Deo Ca Group to consider the policy of public investment combined with PPP investment in the expansion phase of the Eastern North-South Expressway.

Deo Ca Group will take the lead in researching and proposing a project to connect domestic enterprises to join forces to implement it.

When appointed as the investor to implement the Project, Deo Ca Group, leading the consortium, committed to soon start the Project to celebrate the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025) and to welcome the 14th National Party Congress.

It is known that, since the time when policies and laws still had many limitations and shortcomings, and the public-private partnership method was not yet complete, Deo Ca Group has been proactive, creative, and joined forces with many other domestic enterprises to propose solutions to invest in the country's important transport infrastructure under the PPP method, gradually affirming its leading position in this field with large-scale projects nationwide, ensuring progress and quality with modern technology and techniques.

Currently, the Ministry of Construction is reporting to the Government on the investment policy to expand the North-South expressway in the East according to the planning scale (6 lanes) with the construction start time being the fourth quarter of 2025.

In case of approving the investment policy to expand the North-South Eastern Expressway, the Ministry of Construction proposes that the Prime Minister assign it as the focal point to implement investment preparation procedures in the direction of adjusting the Pre-Feasibility Study Report of the North-South Eastern Expressway Investment Project for the 2021-2025 period, along with specific mechanisms and policies to speed up progress, and report to competent authorities for consideration and decision.

It is expected that 18 component projects of the North-South Eastern Expressway, currently with a scale of 4 limited lanes or 4 standard lanes with a total investment length of about 1,144 km, will be upgraded and expanded to a scale of 6 lanes with a preliminary total investment of 152,135 billion VND.

Of these, there are 5 North-South expressway sections invested by the State in the 2017-2020 period but have not yet collected tolls with a total length of 356 km.

When investing in expansion under the PPP method, enterprises will proactively arrange capital sources, not using the state budget, saving the state budget more than 37,000 billion VND.

Deo Ca Group believes that investing in expanding the entire North-South Expressway (over 1,100 km) under the PPP model will save the state budget up to VND152,000 billion, but it is necessary to consider combining public investment and PPP investment to shorten the implementation time.
