According to the Hanoi Department of Construction, the development of social housing in the city still has some limitations. Among them, since 2015, the capital has not had any social housing projects invested with budget capital. In addition, the number of new development projects is still modest, and the implementation progress is still slow compared to the approved schedule.

In addition, the review, supervision and evaluation of investment, handling of violations or revocation of project land according to land law due to slow implementation have not yet met requirements. The causes of the above problems mainly stem from difficulties and obstacles in the order and procedures for selecting investors through bidding, which is time-consuming.
Not only that, the selection of investors to implement social housing still has problems related to the legal basis of public assets. The procedures for using revenue from land use fees to replace 20% of land fund in commercial housing projects and urban areas to develop social housing also do not have specific regulations.
“The incentive mechanisms and policies for social housing projects are not really attractive and have not attracted businesses to participate in construction investment, especially projects in suburban areas and serving workers and students, although the State has had many incentive policies,” the Hanoi Department of Construction added.
In the discussion, the Department also summarized the work of developing social housing in the city. Accordingly, there are currently 30 completed projects, with about 1.66 million square meters of floor space. 58 projects are being implemented with about 4 million square meters of floor space, corresponding to 60,480 apartments.
At the same time, the city also has 83 land plots with a total land use scale of about 43.58 hectares in 48 commercial housing projects and urban areas with 20-25% of land reserved for building social housing according to regulations.
According to the Department of Construction, in the coming time, the Hanoi People's Committee will focus on directing the establishment and approval of investment policies for 4 independent social housing projects with about 1 million square meters of floor space, as a basis for organizing bidding to select investors according to regulations.
The City People's Committee is currently considering approving the investment policy for two projects in Tien Duong Commune, Dong Anh District. In addition, the city is reviewing and adding about 15 new large-scale land plots to invest in building concentrated social housing projects with synchronous technical and social infrastructure (about 2,000 apartments/plot). Of which, 2-3 land plots will be focused on building workers' housing in areas near industrial parks.
