Participating were about 300 officers and soldiers of the Fire Prevention and Fighting and Rescue Police Force (PCCC - CNCH) of Ba Ria - Vung Tau Provincial Police along with military forces, border guards, and port units of Corps 20 - Saigon Newport Corporation.

The exercise was directed by the People's Committee of Ba Ria - Vung Tau province, chaired by Vice Chairman of the Provincial People's Committee Le Ngoc Khanh. The activity aims to improve command capabilities, combat coordination and skills in handling real-life situations when fire and explosion incidents occur in important areas of the seaport.
According to the hypothetical scenario, at 9:00 a.m., a container ship with the registration number VN.72XX was unloading cargo when a fire suddenly broke out in cargo hold No. 3, where containers of activated carbon were stored. The fire quickly spread to nearby goods such as fabric, paper, and electronics, creating a large fire, threatening the entire ship and fuel tank. At that time, there were about 30 crew members and workers on board, many of whom panicked and jumped into the river to escape, while nearly 20 others were trapped on board, calling for help amid the smoke and fire.

Immediately, the fire fighting force at Tan Cang Cai Mep Port Cluster responded quickly, deployed to extinguish the fire and alerted the command center. More than 50 fire fighting and rescue vehicles including tugboats, canoes, ambulances of Corps 20 and specialized teams of PC07 were mobilized to the scene to coordinate the handling. The forces quickly extinguished the fire, rescued the crew and trapped people, ensuring absolute safety.
The results of the drill showed that the plans were implemented effectively, the fire was controlled, the victims were rescued safely, production activities at the port continued normally, without disrupting international trade or maritime activities.

Tan Cang Cai Mep Port Complex is currently the largest container port in Vietnam, playing a central role in the national logistics chain. Organizing this large-scale exercise aims to improve response skills to potential fire and explosion situations in the seaport environment, especially during the peak hot season. This is a practical activity to help forces better prepare for emergency situations, ensuring safety for operations and community security.
