Effective implementation of democratic regulations in enterprises

In the province, there are currently 13,104 enterprises and 950 branches and representative offices registered to operate with many different types. In recent times, most of the enterprises and branches and offices in the province have paid attention to implementing the grassroots democracy regulations (QCDC) in accordance with the provisions of labor law, contributing to ensuring stable and sustainable development.

Accordingly, most enterprises and branch offices publicly and transparently post administrative procedures, internal regulations, production and business results, recruitment processes, emulation and reward work, regimes and policies related to the rights and obligations of employees; implement deductions and use of Trade Union funds, regimes and policies on social insurance, health insurance, and unemployment insurance for employees. Every year, more than 70% of units organize democratic conferences combined with summary conferences, the remaining units proactively organize separate conferences for employees to make recommendations and conduct dialogue at the workplace, thereby allowing labor subjects to fully grasp the production and business situation, investment plans of the unit, to participate in giving opinions on labor regulations, salary scales, payrolls, labor norms, salary and bonus payment regulations, contributing to the development of enterprises and representative office branches.

Nam Dinh Electricity Company is a state-owned enterprise, performing the task of managing, operating the power system and trading electricity in the province, and is regularly assessed by competent authorities to have implemented QCDC well at the workplace. Comrade Tran Manh Sy, Director of Nam Dinh Electricity Company, said that with nearly 1,200 staff and employees, working in 24 affiliated units including departments, offices, workshops, and grassroots electricity, in order to contribute to the good implementation of QCDC, the unit has promoted the building of corporate culture, creating a great influence to maintain the sustainable development of the electricity industry. The Party Committee and Board of Directors of the Company regularly lead, direct, and coordinate with the Trade Union to propagate, disseminate, and mobilize staff, party members, and employees to well implement the code of conduct of culture of Vietnam Electricity Group; At the same time, transform these contents into regulations suitable to the actual conditions in Nam Dinh, creating positive changes in awareness, actions, methods, working style, working manners, pioneering spirit, exemplary, and exemplary behavior of cadres and party members. To implement corporate culture, from November 2022, the unit will maintain the organization of the flag-raising ceremony at the beginning of the month at the Company's headquarters with participants including the entire leadership, 100% of cadres, workers and employees of departments and offices working at the Company's headquarters. During the flag-raising ceremony, after singing the National Anthem and singing the traditional song of the Vietnam Electricity industry, birthdays are organized for cadres and workers, dissemination of corporate culture documents, evaluation of the results of performing professional tasks, creating a unique cultural feature in the unit. With many suitable solutions, in the past time, cadres, party members and employees in the Company have always been proactive, self-conscious and creative in performing assigned professional tasks; Be a role model, actively participate in emulation movements; build solidarity and unity in the collective; contribute to building a healthy, united and humane cultural environment. Every year, the Company always focuses on improving the quality of employee conferences, conducting periodic dialogues at the workplace, and increasing ad hoc dialogues to promptly resolve urgent recommendations from employees. In addition, the Company publicly and transparently implements the following areas: Enterprise information, production and business situation, salary scales, labor norms; the establishment and use of reward funds and welfare funds; List, time, salary of subjects considered for annual salary increase and promotion. The implementation of the Labor Code at the grassroots level is a major policy of our Party and State, which is increasingly being focused on and promoted by all types of enterprises. In the coming time, to strengthen the implementation of the Labor Code at enterprises in accordance with the law, bringing about harmonious, stable and progressive labor relations, Party committees and Trade Union organizations need to step up propaganda and raise awareness among employers and employees about the role, significance and importance of implementing democracy at organizations that employ workers. Focus on guiding establishments that have not implemented well and replicating good and effective models to related units. Functional branches continue to coordinate in organizing inspection and supervision activities on the implementation of the Labor Code at the workplace, especially the regimes and policies directly related to the legitimate rights and interests of employees, contributing to taking care of life, social security, ensuring sustainable and effective production and business organization.
