The representative of the Ministryof Education and Training added that according to the charter of primary and secondary schools, the school council plays an important role. This body has representatives of the board of directors, professional groups, offices, trade unions, youth unions, representatives of local authorities, parents and students.
Therefore, in case the teacher has reported the incident to the principal but this person does not have a specific solution, she can go to the school board, which has the right to propose a meeting of the school board to report the incident, from which a timely solution can be found. The representative of the local government in the school board, when aware of the incident, will request law enforcement agencies to intervene.

According to the teacher, she had reported the student’s opposition and intimidation to the principal many times in the past two months but nothing had been done. The principal also said he had received complaints from some parents about the teacher’s unethical behavior.
Mr. Tung said that when there are complaints or feedback from teachers, parents or students about any issue, each school will have specific procedures to resolve it. Any school that does not have this procedure can be considered unprofessional.
The common point is that when there is a complaint, the principal must determine the seriousness of the incident in order to come up with a solution. For example, if a teacher says that a student has insulting behavior or words, or throws rocks on the way home from work, the principal must immediately invite the police to investigate and take measures to stop the student and protect the teacher.
"Just educating and reminding students in the above cases is not enough to protect teachers or help students avoid further dangerous behaviors and more serious ethical and legal mistakes," said Mr. Tung.
In addition, in this case, psychological support for teachers and groups of students is necessary to help teachers relieve their feelings, students express their discomfort, and thereby find a common voice.

The incident in which a female teacher in Tuyen Quang was locked in the classroom, cursed at, had trash stuffed into her, and had things thrown at her by students attracted great public attention.

According to the People's Committee of Son Duong district, the incident took place at 10:30 am on November 29. When the music class in class 7C started, some students asked to leave but Ms. Hang did not allow it. After that, "a conflict arose between the teacher and the students". The People's Committee of Tuyen Quang province assessed the behavior of some students in the incident as "inappropriate and disrespectful to teachers", and directed to review the principal's responsibility for allowing the incident to occur. The principal of Van Phu Secondary School has been suspended from work and position for 15 days, starting from December 7, to serve the investigation.
Deputy Minister Hoang Minh Son on December 6 acknowledged the incident as "very serious and unacceptable", but stressed the need for an objective and thorough assessment to find appropriate solutions. The ministry asked Tuyen Quang province to announce the results before December 29.
