By 2045, the national network of cultural and sports facilities will be developed in a balanced manner, becoming a brand, representing an advanced culture with a strong identity; forming works with strong cultural identity, symbolizing Vietnam's integration in the 21st century, becoming historical marks and heritage for the future.
This is the goal in the Plan to implement the Cultural and Sports Facility Network Planning for the 2021-2030 period, with a vision to 2045, recently issued by the Ministry of Culture, Sports and Tourism .
The above plan aims to effectively implement Decision No. 991/QD-TTg dated September 16, 2024 of the Prime Minister approving the Planning of the cultural and sports facility network for the 2021-2030 period, with a vision to 2045.
Specifically, by 2045, the national cultural infrastructure network will be deployed synchronously, modernly, and with its own identity, aiming to build a national image associated with absorbing the cultural quintessence of the times, meeting prescribed standards and practical needs; ensuring fairness in participation and enjoyment of people in all regions and areas nationwide; ensuring good performance of the task of preserving and promoting national cultural values and identities; ensuring regional connectivity and connectivity with other infrastructures within the territory.
The national sports facility network is developed synchronously and modernly, meeting the training and enjoyment needs of the people; training and competition requirements meet international standards for key sports, with the goal of winning continental and world medals; and meeting the conditions to organize large-scale regional and continental sporting events.
The Ministry of Culture, Sports and Tourism advocates developing a network of cultural and sports facilities associated with market mechanisms, as a resource for developing the cultural industry and sports economy.

In particular, the Plan of Culture, Sports and Tourism aims to form key cultural and sports centers associated with important national and regional cities in Hanoi, Quang Ninh, Hai Phong, Vinh, Da Nang, Hue, Quy Nhon, Buon Ma Thuot, Ho Chi Minh City, Can Tho; create close links between levels; successfully host the Asian Games.
To implement the plan, the Ministry of Culture, Sports and Tourism prioritizes focusing state resources on investment in development, upgrading and maintenance to promote the role of the network of cultural and sports facilities; focusing on investment projects that cannot attract non-budgetary capital and projects in disadvantaged areas.
Along with that, it is necessary to promote socialization and focus on attracting and calling for diverse resources to invest in developing the network of cultural and sports facilities; continue to attract and effectively use ODA capital and preferential loans from international donors; use investment capital with focus and key points, giving priority to projects that play a driving role and have the ability to spread regional values, promoting the development of cultural industry and sports economy.
A special point in this plan is to effectively exploit resources from assets associated with the network of cultural and sports facilities invested by state budget capital through the form of exploitation concessions, ensuring compliance with legal regulations on management and use of public assets; localities study and implement mechanisms for revenue from land exploitation associated with the network of cultural and sports facilities. Priority is given to enterprises investing in the network of cultural and sports facilities to invest in and exploit services related to the scope of the project and to borrow capital from long-term credit sources at preferential interest rates.
Important projects (priority investment) to develop the national cultural facility network by 2030, with a vision to 2045, focus on the following areas: Construction, upgrading and renovation of national cultural facilities; Improving the operational efficiency of the cultural institution system and creative cultural spaces; Building a healthy cultural environment, improving the spiritual life and aesthetic capacity of the people; Developing a team of artists, intellectuals and high-quality human resources for management, training and scientific research; Preserving and promoting cultural values sustainably; Developing Vietnamese cultural and artistic products with high artistic and ideological values; Promoting the image of the country, culture and people of Vietnam to the world; Investing in the application of science and technology of the cultural and sports facility network.../.
