Support business households to convert tax declaration

The transition from lump-sum tax to declaration tax is an important step to transparency and modernization of tax administration. To facilitate the implementation roadmap, the Son La Tax Department and localities are implementing "60 peak days of model conversion from lump-sum tax to declaration", with the motto of "holding hands and showing how to do things", supporting business households to quickly adapt and confidently implement the new regulations.

In the Song Ma and Sop Cop areas, Tax Department 5 currently manages 2,163 business households, of which 263 households are in need of conversion. Mr. Nguyen Quy Huan, Head of Tax Department 5, said: During the "60-day peak period of converting from lump-sum tax to declaration", the unit has developed a plan and organized 13 propaganda conferences in 11 communes with business households. At the same time, it has coordinated with units related to each business household to advise and mobilize them to sign a commitment to apply declaration from January 1, 2026. As a result, Tax Department 5 has mobilized 5 business households to register as enterprises and 161 households to commit to switching to the declaration tax method. The unit strives to complete the task before December 5.

With the enthusiastic support of tax officers and technical staff of service providers, many business households have realized that the transition to tax declaration is necessary and signed a commitment to do so. Ms. Hoang Thi Mui, Group 4, Song Ma Commune, a business household selling fresh food, household appliances, and cosmetics, said: My family has coordinated with Viettel network to install the software and will start using it from the beginning of December. Getting acquainted early will make it easier when officially declaring taxes from 2026. In particular, because I am in the fresh food business, I will pay more attention to proving the origin and source of goods according to regulations.

Base Tax 1 organized a conference to accompany and support individuals and business households in converting tax calculation methods when eliminating lump-sum tax.

Base Tax 1 is the unit with the largest number of business households managed in Son La province, with 5,847 business households in 23 communes in the City, Muong La, Quynh Nhai and Thuan Chau areas. To ensure the progress of applying the declaration method from January 1, 2026, the unit builds a weekly plan and reports daily progress, establishes teams to "go to every alley, knock on every business household" to directly support business households to convert tax declarations in accordance with regulations.

Mr. Le Xuan Tho, Deputy Head of Tax Department 1, said: In fact, business households are still confused with the new regulations, so the unit not only monitors and reminds but also focuses on guiding taxpayers to get familiar with technology. Up to now, Tax Department 1 has coordinated with solution providers and banks to organize propaganda and consultation for nearly 400 business households, support the installation of eTax Mobile, connect accounts and deploy electronic invoices from cash registers. The goal is that by December 31, 2025, 100% of households subject to conversion can self-declare, self-calculate and self-pay taxes in accordance with regulations.

Having been in the fashion business for over 20 years, Ms. Nguyen Thi Thuy, Group 9, Chieng Le, To Hieu Ward, has used KiotViet software and electronic invoices generated from cash registers, so switching to the new tax declaration method is also more convenient. Ms. Thuy shared: The most difficult thing for long-standing businesses like us is handling the inventory from previous years, often lacking documents of origin. We are coordinating with tax officials to be guided on appropriate solutions, creating peace of mind when converting the model.

Currently, the province has 16,971 business households, of which 7,470 pay lump-sum tax (44%). The Provincial Tax Department has established a Steering Committee for the Project on Transforming the Tax Management Model and requested its affiliated units to review and classify subjects for appropriate support. In the first month of the "60-day" peak period, the Tax sector has implemented direct guidance, coordinated with local authorities and technology units to advise on goods management solutions according to the characteristics of each industry. Service providers, tax agents and accounting firms have also actively supported through incentives on equipment, costs and free consultation, helping to reduce the burden on business households and promote the signing of conversion commitments. To date, 100% of business households have had access to information and carried out electronic tax procedures conveniently. The implementation of electronic invoices from cash registers according to Decree 70/2025/ND-CP is progressing on schedule.

Changing the tax calculation method marks an innovation in State management, opening up opportunities for business households to improve their management capacity and better access support policies. The province aims that by January 1, 2026, 100% of households subject to the conversion will have mastered the "self-declaration, self-calculation, self-payment" mechanism, contributing to building a modern and equal business environment.
