On the morning of June 17, at the headquarters of the People's Committee of Ha Nam province, a conference was held to listen to a report on the project to arrange and consolidate the organization of departments, branches, sectors and public service units under the People's Committee of the province after the process of merging provincial-level administrative units.
The conference was chaired by Mr. Truong Quoc Huy - Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Nam province; Mr. Pham Quang Ngoc - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ninh Binh province. Also attending the conference were Mr. Tran Anh Dung - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Nam Dinh province, along with leaders of departments, branches and units under the People's Committees of 3 provinces: Ha Nam, Nam Dinh, Ninh Binh.
At the conference, representatives of the Department of Home Affairs of Ninh Binh province presented the draft Project on reorganizing and perfecting the organization of administrative agencies and public service units under the Provincial People's Committee. Accordingly, the project is built on the principle of ensuring the streamlining, effectiveness and efficiency of the political system, while complying with the unified leadership of the Party in innovating and managing the apparatus. The review and restructuring of the organization within departments, branches and sectors will be carried out in a specialized direction, in accordance with the functions, tasks and actual conditions of each unit.
A notable point in the project is the consideration of rearranging specialized departments in different locations to facilitate the reception and handling of procedures for people, organizations and businesses.
Discussing at the conference, most delegates expressed their agreement with the content of the draft project. Some opinions proposed to continue considering the rearrangement of the Land Registration Office and the public service units under the Department to be consistent in name, function and location of operation, thereby improving the efficiency of serving the people.

Concluding the conference, Mr. Truong Quoc Huy, Chairman of the People's Committee of Ha Nam province, emphasized: The arrangement and assignment of staff must ensure scientific, transparent, objective and must be based on practical capacity, moral qualities as well as responsibility in work. Staff with outstanding capacity and enthusiasm must be prioritized to ensure the apparatus operates effectively from the first day when the province officially comes into operation, avoiding interruptions in serving people and businesses.
To facilitate the movement of officials and people, Mr. Truong Quoc Huy assigned the Department of Construction of the three provinces of Ha Nam, Nam Dinh and Ninh Binh to coordinate in developing a mechanism to support the opening of bus routes connecting localities, and at the same time develop a plan to arrange shuttle buses for officials working at the units after the merger. In the long term, it is necessary to consider implementing inter-regional transport projects to support socio-economic development.
Regarding the content related to the inconsistent names of some public service units and the geographical location of the headquarters, the Chairman of the People's Committee of Ha Nam province requested the departments and branches to continue discussing immediately, coordinate closely with the Department of Home Affairs to complete the draft project and soon submit it to the competent authority for consideration and approval.
