Ninh Binh: From "Digital Education for All" to Comprehensive Digital Transformation

Popularizing basic knowledge about digital transformation and digital skills

“Digital literacy” is a major policy of the Party and State, a key solution to popularize basic knowledge about digital transformation and digital skills for people, towards building a digital learning society and promoting digital transformation.

In Ninh Binh, with the spirit of "all people, comprehensive, no one is left behind", the Provincial Steering Committee on Science , Technology Development, Innovation and Digital Transformation issued Plan No. 03-KH/BCĐ dated September 9, 2025, officially launching the "Digital Education for All" movement in the province.

The objective of the Plan is to popularize basic knowledge of digital transformation and digital skills to people in the spirit of the whole people, comprehensively, leaving no one behind in the digital transformation process; all people are equipped with the necessary digital knowledge and skills to apply in daily life to grasp, utilize, exploit and enjoy the achievements of science, technology, innovation and digital transformation.

In addition, promote the strength of the entire political system in propagating, raising awareness and actions of Party committees, authorities, organizations at all levels, and people of all walks of life about the role and significance of digital transformation, the work of popularizing digital skills, arousing the self-motivation of each person in learning, practicing digital skills and fully participating in the process of national and provincial digital transformation.

Enhance the role and responsibility of all levels, sectors, agencies, units, and organizations, especially the heads of local Party committees, authorities, and organizations in leading and directing the implementation of movements, performing tasks and solutions to popularize basic knowledge about digital transformation and digital skills for people; at the same time, accelerate the digital transformation process of agencies, units, and localities.

The implementation of the Plan also aims to narrow the digital gap between regions and population groups in the province, focusing on remote areas; build a digital learning society, create conditions for people to learn for life and improve their qualifications in the digital environment.

Extensive communication, promoting the role of prestigious people

To achieve the goals of the “Digital Education for All” movement, strong participation of the entire political system and synchronous implementation of solutions are required. The focus is on extensive communication on digital transformation and the “Digital Education for All” movement, promoting the role of prestigious people, and bringing the movement’s content into mandatory emulation activities.

In terms of organization, strictly implement regulations on the Digital Skills Framework, assess and confirm universal qualifications, along with building a reward mechanism and attracting technology enterprises to participate.

The digital skills dissemination program must be specified, focusing on practice, application and "hands-on" guidance, effectively using the "Digital Popularization" online learning platform (https://binhdanhocvuso.gov.vn) and other digital platforms. The dissemination is implemented for each target group, from the thematic activity "Pioneering Party members learning digital skills", training for officials, civil servants, public employees, to educating students and workers.

At the same time, deploy models and movements to spread digital skills to the community such as building a network of "Digital Ambassadors", the "Digital Family" movement, the "Each citizen - A digital identity" model; the "Community digital technology group" model, the Youth campaign to join hands to popularize digital skills...

On October 14, 2025, the People's Committee of Ninh Binh province issued Plan No. 102/KH-UBND to organize the launching ceremony of the "Digital Education for All" movement in the province. The launching ceremony is expected to take place in early November, organized in person at the main bridge (Pham Thi Tran Theater Hall) and connected online to the bridge at the provincial departments, branches, sectors, socio-political organizations and 100% of the People's Committees of communes and wards in the area.

The organization of the launching ceremony of the "Digital Education for All" movement in the province aims to strongly spread the spirit of the movement to all cadres, party members and people of all walks of life in the province. Create a vibrant competitive atmosphere to turn the movement into a regular and widespread activity, contributing to the successful implementation of the goals of Plan No. 03-KH/BCĐ.

Immediately after the Launching Ceremony, there will be sideline activities, including: experiencing digital technology through booths of businesses (telecommunications, banking, technology...) arranged in the lobby of Pham Thi Tran Theater; digital media campaign on social networks with official hashtag; parades on main streets of Hoa Lu, Dong Hoa Lu and Tay Hoa Lu wards...

Promoting the implementation of the "Digital Education for All" movement affirms Ninh Binh's determination in building a comprehensive digital society.
