Sharing AI governance initiatives at International Digital Week 2025

On the morning of October 27, the Ministry of Science and Technology and the People's Committee of Ninh Binh province jointly opened the Vietnam International Digital Week 2025 in Ninh Binh. This year's event emphasized strategies, policies and legal frameworks to ensure the development and governance of artificial intelligence (AI) in a safe, transparent and responsible manner.

Speaking at the opening of the Ministerial Roundtable on AI Governance, Minister of Science and Technology Nguyen Manh Hung set out the orientation and vision for Artificial Intelligence (AI) governance not only in Vietnam, but also globally.

According to the Minister, the task of managers is not to slow down innovation, but to “lead with intelligence and responsibility”. This is a delicate art of balancing between opposing elements: global and local, cooperation and sovereignty , big tech and startups, technology and applications, use and ownership, creativity and control, as well as between open data and data that needs to be protected.

Sharing about Vietnam's orientation, Minister Nguyen Manh Hung said that Vietnam believes that sustainable AI development needs to be built on four main pillars: strong AI institutions, modern AI infrastructure, AI talent and a human-centered AI culture.

Vietnam also made a clear commitment to developing AI in the direction of: Human-centered, open, safe, sovereign, cooperative, inclusive and sustainable. In particular, the Minister emphasized that Vietnam will promote the development of open-source AI.

Explaining this orientation, Minister Nguyen Manh Hung said that the open-source AI ecosystem not only helps increase transparency, cooperation and innovation, but also "empowers small countries and startups to develop and master advanced technologies together". This is a strategic step to promote long-term growth and share knowledge and values ​​internationally.

Mr. Pham Quang Ngoc, Chairman of Ninh Binh Provincial People's Committee, expressed his honor when the province coordinated with the Ministry of Science and Technology to organize Vietnam International Digital Week 2025 (VIDW 2025), a prestigious forum on digital transformation, gathering leaders, international organizations, experts and leading technology enterprises.

Regarding science and technology and digital transformation, Ninh Binh has synchronously implemented the Resolution of the Politburo, built modern digital infrastructure, covered 100% of communes and wards with fiber optic cable, expanded the 5G network, and operated digital government effectively and transparently. The province aims to apply artificial intelligence (AI) in heritage management, digital tourism development, smart transportation, logistics, green agriculture and public administration.

Mr. Pham Quang Ngoc affirmed that VIDW 2025 held in Ninh Binh is a valuable opportunity for the locality to learn, connect with international cooperation, attract high-tech investment and digital transformation.

Digital Week is an annual international event, gathering about 800 domestic and international delegates, including Ministerial leaders, heads of delegations from ASEAN countries, strategic partners such as the United States, South Korea, Australia... leaders of international organizations such as the United Nations (UN), World Bank (WB), United Nations Educational, Scientific and Cultural Organization (UNESCO), European Union (EU), International Telecommunication Union (ITU), Asia-Pacific Telecommunication Community (APT)..., leading technology corporations in Vietnam and internationally.

Initiated in 2019, Vietnam International Digital Week has become one of the most prestigious annual forums on digital transformation in the region. In 2025, under the chairmanship of the Ministry of Science and Technology, Vietnam International Digital Week continues to affirm its role as a strategic connection platform, bringing together policymakers, international organizations, experts and leading technology enterprises.

The Ministerial Roundtable on Artificial Intelligence Governance aims to create a high-level forum for stakeholders to share experiences, initiatives and policies on responsible AI governance. The conference contributes to affirming Vietnam’s proactive role, initiatives and commitments in international cooperation on science, technology, innovation and digital transformation.

Before that, the outdoor technology show introduced innovative products and solutions in the field of digital transformation and AI of new Vietnamese technology enterprises to experience new technologies, while opening up cooperation and investment opportunities for Vietnamese and international technology enterprises.

Within the framework of the event, conferences, workshops and forums will be held, focusing on six key topics on 5G, digital infrastructure, artificial intelligence, digital transformation, digital human resources and digital technology enterprises. Notable conferences and forums include: Vietnam - European Union Digital Cooperation Forum, Vietnam Digital Partnership Forum - Digital Cooperation Organization, Workshop on sustainable telecommunications infrastructure development, ASEAN Conference on 5G and Regional Workshop on AI-based digital transformation... In parallel, there will be business connection activities, creating opportunities for participating units to seek cooperation and investment opportunities.
