
Welcoming and working with the delegation was Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Ninh Binh Provincial People's Committee.
At the meeting, Chairman of the Ninh Binh Provincial People's Committee Pham Quang Ngoc expressed his joy and excitement at welcoming Deputy Prime Minister and Minister of Digital Technology of the Republic of Poland Krzysztof Gawkowski and the delegation to visit and work in Ninh Binh province.
In his overview of the province, Mr. Pham Quang Ngoc stated that, during the 2025-2030 period, Ninh Binh will focus on maximizing its potential and advantages to promote breakthrough growth according to a new development model. Within this vision, the province identifies heritage as a resource, culture as a soft power, and advanced technology, especially digital transformation, as the strategic breakthrough to realize its aspiration for advancement. Deeply aware of this, Ninh Binh province has been concentrating all resources and decisively implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation.
With its determination and strategic direction on digital transformation, Ninh Binh province was entrusted by the Ministry of Science and Technology to co-host the Vietnam International Digital Week 2025 (VIDW 2025) from October 27-29, 2025. The event will bring together many ministers and heads of delegations from ASEAN countries on technology and digital transformation, as well as leading global leaders, managers, scientists, and experts in the field of digital transformation.

Mr. Pham Quang Ngoc suggested that the Deputy Prime Minister and Minister of Digital Technology of the Republic of Poland, along with the delegation, should consider introducing Polish localities with similarities to Ninh Binh to promote the establishment of friendly cooperation at the local level. This would contribute to deepening the traditional friendship and multifaceted cooperation between Vietnam and Poland.
Chairman of the Ninh Binh Provincial People's Committee Pham Quang Ngoc expressed confidence that, with the support of the Deputy Prime Minister and Minister of Digital Technology of the Republic of Poland and the delegation, local-level cooperation mechanisms between the two countries will soon yield tangible results, promoting and developing Vietnam-Poland relations.
Expressing his honor to visit and work in Ninh Binh province during this trip to Vietnam, Deputy Prime Minister and Minister of Digital Affairs of the Republic of Poland, Krzysztof Gawkowski, highly appreciated the province's beautiful natural landscapes and tourism development potential; especially the province's efforts in restoring and preserving heritage.

Mr. Krzysztof Gawkowski believes that Ninh Binh and localities in Poland have much potential to promote friendly cooperation in fields such as socio-economic development, technology, and telecommunications. He hopes that businesses from both sides will have many opportunities to meet, exchange ideas, and cooperate in the future.
Affirming that this visit and working trip will be a foundation for developing relations between Polish localities and Ninh Binh province, Deputy Prime Minister Krzysztof Gawkowski, in his capacity, will strive to support and promote the establishment of friendly cooperation at the local level, thereby contributing to the increasingly strong, effective, and substantive development of cooperation between Poland and Vietnam.
