Overloaded fishing port
Since its inception, Dong Hai fishing port has become the largest seafood supply port in the southern part of the province. From about 3 to 6 o'clock every day is the busiest time here when many fishing boats dock, many people and vehicles buy, sell, and transport seafood for consumption. Every day, Dong Hai fishing port receives about 1,000 people and vehicles coming in and out to buy, sell seafood, and transport and distribute to small markets in the province and some provinces in the Central Highlands. Meanwhile, the area of Dong Hai fishing port is relatively narrow, there is no parking lot in the port area and around, so the port is often overloaded, causing many difficulties for operations at this fishing port.
Not only on shore, the area where ships dock and anchor is also overloaded, making it difficult for fishing boats to dock and unload goods. According to Mr. Nguyen Pham Luu Hien - Head of Dong Hai Fishing Port Management Board, the port has a designed capacity to receive 326 fishing boats of all kinds, but currently, in addition to 450 fishing boats (of which 200 are 15m or longer) of fishermen in Dong Hai ward regularly docking to unload seafood, the port's waters also have about 150 fishing boats of fishermen in Phan Rang ward and Phuoc Dinh commune regularly anchored. Due to overload, in reality, there has been a situation where fishing boat owners compete for positions to dock and unload seafood, especially during the peak fishing season.

Through discussions with a number of fishing boat owners, in addition to the shortcomings caused by the overload in the seafood trading area and the docking area, the infrastructure serving fishing logistics at Dong Hai port has also seriously degraded (wharf surface, internal traffic roads peeling off, causing stagnant water...) due to many years of exploitation exceeding the design capacity. In addition, Dong Hai fishing port is also subject to siltation after annual rains and floods, leading to the situation where the ship navigation channel and docking area are increasingly shallow and narrow, unable to ensure the safety of fishing boats entering and leaving the port, especially those with a length of 15m or more and high capacity.
Mobilizing activities to move to Ninh Chu fishing port
According to the reporter's investigation, in 2022, the Provincial People's Committee approved the Dong Hai Fishing Port Dredging Project (dredging channels, boat mooring areas and storm shelters) from socialized capital. Currently, this project is under construction. In 2024, the Prime Minister approved the Planning of the fishing port system and storm shelters for fishing vessels for the period 2021 - 2030, with a vision to 2050, in which Dong Hai fishing port is planned as a type II fishing port combined with a storm shelter for 500 fishing vessels. To serve the maintenance and upgrading of Dong Hai fishing port and complete the local fishing infrastructure, the Provincial People's Committee has requested the Ministry of Agriculture and Environment to consider reporting to the Prime Minister for attention and capital allocation to implement the project to upgrade and expand Dong Hai fishing port combined with the storm shelter area in the period of 2026 - 2030.
Mr. Nguyen Kim Long - Director of the Provincial Center for Fisheries Exploitation Management said: "To facilitate the implementation of the Dong Hai fishing port dredging project and reduce the load on Dong Hai fishing port, the center has recently worked with ship owners and seafood purchasing warehouse owners to propagate and mobilize fishing vessel owners with a length of 15m or more and warehouse owners to move from Dong Hai fishing port to operate at Ninh Chu fishing port. Through working with the inspection team of the Provincial Steering Committee against illegal, unreported and unregulated (IUU) fishing, we have recently proposed that the People's Committees of Dong Hai, Ninh Chu wards, Thuan Nam commune and relevant agencies coordinate to propagate and mobilize fishing vessel owners with a length of 15m or more in localities to move to Ninh Chu fishing port to unload exploited products and anchor to reduce the load on Dong Hai fishing port".

Also according to the leader of the Provincial Center for Fisheries Exploitation Management, Ninh Chu fishing port has been invested in a spacious manner, only about 3 nautical miles from Dong Hai fishing port. This port has a 210m long wharf, of which 120m is covered wharf; the port water area is 108.9ha wide, the port land area is up to 10.3ha, the channel depth is up to 3.2m, qualified to receive fishing boats up to 30m long. Ninh Chu fishing port is a type II fishing port combined with a regional storm shelter anchorage area and is a designated port to confirm the origin of seafood from exploitation, so it is very convenient for fishing boats to dock to unload seafood and the activities of seafood purchasing facilities, providing fishing logistics services here. “The center will research and propose to competent authorities incentive and support policies to create the most favorable conditions for fishing boat owners and traders to move from Dong Hai fishing port to operate at Ninh Chu fishing port,” said Mr. Nguyen Kim Long.
