On October 27, the Standing Committee of the Ho Chi Minh City Music Association sent an official dispatch to the Executive Committee of the Music Association, the Executive Board of the branches and members on the orientation and rectification of musical activities that show signs of cultural deviation and rectification of statements in literary and artistic activities on social networking sites.

Accordingly, based on Official Dispatch No. 69-CV/BTGDVTU dated October 24, 2025 on the proposal to orient and rectify musical activities showing signs of cultural deviation and Official Dispatch No. 76-CV/BTGDVTU dated October 25, 2025 on rectifying statements in literary and artistic activities on social networking sites of the City Party Committee's Propaganda and Mass Mobilization Committee, the Standing Committee of the City Music Association requests all members to respond to good and positive things in composing and continuing the good tradition of previous generations of composing with heart and professional ethics.

The Standing Committee of the Music Association believes that members must put the interests of the country and the community first, composing quality works with good melodies, beautiful lyrics, and positive content for the young generation to follow.

In the coming time, the Association will continue to organize seminars on Good melodies, beautiful lyrics in songs; Culture in composing to build Vietnamese people in the new era; increase communication and propaganda for freelance artists working in the city to orient the composition and performance of young artists properly.

In particular, the Association will organize topics with the content of "Listener Education " to guide music listeners to identify what is the authentic artistic value with genuine emotions expressing the good, the beautiful, the righteous..., what is the "virtual" value..., so that listeners can easily recognize the true-good-beautiful value of a work or a product.

According to the Standing Committee of the City Music Association, composers must write with their hearts and sincere feelings, carrying positive messages for society and audiences, while at the same time putting national interests, community interests and the rule of law first.

At the same time, it is necessary to pay special attention to mobilizing and grasping the ideological situation of artists to have works and creative activities to serve the country; encourage and motivate all classes of people to carry out the tasks of economic, social, defense and security development; promptly detect, correct and correct deviant manifestations in cultural and artistic activities...

In addition, the Standing Committee of the City Music Association continues to strengthen propaganda and dissemination work in the Executive Committee of the Ho Chi Minh City Music Association, the Executive Board of 10 branches, and members about the code of conduct on social networks; strictly implement the provisions of the law, the Association's Charter and the code of conduct for people working in literature and art.

Members need to uphold a sense of responsibility in speaking, using social networking sites for the right purpose and direction; proactively fight against false information and viewpoints of hostile forces in the fields of literature and art.

The Standing Committee, Executive Committee of the Association, and Executive Boards of branches remind and analyze issues, and promptly discuss when discovering members with personal behaviors, statements, and writings that generally affect the organization and policies in the cultural and artistic work of the City, causing negative public opinion in the literary and artistic circles and among the public.

Recently, some young singers have composed, performed, and spread on social networks songs with sloppy, offensive, vulgar musical language, and used impure Vietnamese language.

Some young singers even turn music into a place to vent anger, criticize and attack each other, showing arrogance, lack of civility, lack of professional ethics and disrespect for the audience or promoting the use of illegal substances, promiscuous lifestyles, gangsterism and social evils.

These musical expressions affect traditional customs, artistic aesthetics, cultural standards of behavior, and influence deviant thinking and actions, especially among young people, and the public's view of the artist's image.

Faced with that situation, the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee has just sent an official dispatch to state management agencies and professional organizations in the cultural field, requesting guidance and rectification of musical activities that show signs of cultural deviation.

This is considered a timely and positive move of the City, which is supported by public opinion, aiming to bring about a healthy and humane musical life in particular and cultural life in general, in accordance with national traditions and customs.
