ASEAN and the United Nations need to effectively implement the Action Plan for the 2026-2030 period.

On the evening of October 27, in Kuala Lumpur, Malaysia, Prime Minister Pham Minh Chinh, leaders of ASEAN countries and United Nations Secretary-General António Guterres attended the 15th ASEAN-United Nations Summit.

At the Conference, ASEAN leaders emphasized the important significance of ASEAN-United Nations relations, as a bridge between regional cooperation and global agendas, built on the foundation of a common vision and goal of maintaining peace , security, stability and promoting sustainable development, on the basis of the United Nations Charter, the ASEAN Charter and the Treaty of Amity and Cooperation in Southeast Asia (TAC).

With that in mind, ASEAN leaders and the UN Secretary-General pledged to continue supporting multilateralism, complying with international law, and promoting a rules-based international order.

At the same time, the two sides agreed to strengthen the ASEAN-UN Comprehensive Partnership in an action-oriented manner and complement each other's development strategies, such as the ASEAN Community Vision 2045 and its Implementation Strategies, the ASEAN Vision on Food, Agriculture and Forests 2045, the Document for the Future, the 2030 Agenda for Sustainable Development, and the Global Digital Compact.

The two sides also agreed to promptly and effectively implement the recently approved ASEAN-UN Action Plan for the 2026-2030 period, focusing on the fields of preventing and combating transnational crimes, drugs, human trafficking, humanitarian assistance, mine clearance, climate change, disaster management and emergency response, and sustainable development.

In addition, the two sides also agreed to enhance cooperation in the fields of digital transformation, combating cybercrime, environmental protection, public health , artificial intelligence governance, etc. The conference highly appreciated the Mutuality Initiative 2.0 to promote the integration and implementation of common sustainable development goals between the ASEAN Community Vision 2045 and the 2030 Agenda for Sustainable Development (SDGs) of the United Nations.

ASEAN leaders proposed that the United Nations coordinate with ASEAN to implement specific cooperation projects through the ASEAN Center for Public Health Emergencies and Emerging Diseases (ACPHEED), the ASEAN Regional Mine Action Center (ARMAC); coordinate to promote social security, protect the rights of women and children, especially children with disabilities and in cyberspace; support the implementation of the AADMER Plan 2026-2030 on disaster risk management; cooperate in equitable energy transition; develop sustainable agriculture, reduce emissions and adapt to climate change, etc.

The UN Secretary-General assessed that ASEAN is currently an important multilateral pillar in the world, hoping that ASEAN will continue to expand its network of relations with countries and organizations to further promote multilateralism. The Secretary-General also proposed four areas of cooperation with ASEAN in the coming time, including promoting peace and preventing conflicts; sustainable development and reforming financial structures; climate action; and digital transformation and cybersecurity.

Speaking at the conference, Prime Minister Pham Minh Chinh assessed that peace and development of humanity are under serious pressure from conflicts, arms races, the use and threat of force, crises of confidence, and non-traditional security risks. Accordingly, the Prime Minister emphasized the importance of strengthening multilateralism and promoting a fair, humane and people-oriented governance system.

The Prime Minister suggested that ASEAN and the United Nations effectively implement the Action Plan for the 2026-2030 period, and proposed three cooperation focuses to further deepen bilateral cooperation.

Firstly , promote effective multilateralism and compliance with international law, identify dialogue and cooperation as key tools to prevent and peacefully resolve disputes; request the United Nations to share experience and skills in preventive diplomacy, support ASEAN in establishing early warning mechanisms, preventing conflicts and managing crises.

Second , build and innovate a governance system that adapts to the new era; promote green and digital growth drivers, cooperation in artificial intelligence, cybersecurity, data governance, multilateral trade, towards cohesive, inclusive and responsible development.

Third , ensure comprehensive social security, put people at the center of development; promote green growth, equitable transformation, narrow the development gap; mobilize diverse resources for green transformation, digital transformation, climate adaptation, and social security in an equitable, inclusive and effective manner; implement global commitments such as the Sustainable Development Goals (SDGs), the Document for the Future and the Global Digital Compact.

The Prime Minister thanked the countries that attended the signing ceremony of the United Nations Convention against Cybercrime in Hanoi recently, thereby shaping for the first time a framework of conduct and cooperation tools in cyberspace to protect human rights.
