According to the VNA special correspondent, on the afternoon of October 27, on the occasion of attending the 47th ASEAN Summit in Malaysia, Prime Minister Pham Minh Chinh held meetings with Philippine President Ferdinand Romualdez Marcos Jr. and Thai Prime Minister Anutin Charnvirakul.
During his meeting with the President of the Philippines, Prime Minister Pham Minh Chinh congratulated the Philippines on assuming the ASEAN Chairmanship in 2026, and highly appreciated the outstanding socio -economic development achievements of the Philippine Government in recent years, especially in implementing the "Build Better, More" program, maintaining growth, controlling inflation, and creating jobs.
The President of the Philippines expressed his pleasure at meeting Prime Minister Pham Minh Chinh and affirmed that Vietnam is one of the Philippines' important partners in Southeast Asia.
The President expressed his hope that both sides would continue to coordinate closely to promote the Vietnam-Philippines Strategic Partnership in all areas, from politics and economics to defense, security, and cooperation in multilateral forums, leading up to the 50th anniversary of the establishment of diplomatic relations in 2026.
At the meeting, the leaders of the two countries expressed their pleasure at the positive development of Vietnam-Philippines relations, especially since the State visit of President Ferdinand Romualdez Marcos Jr. to Vietnam in January 2024; and agreed to closely coordinate in developing an action program to implement bilateral relations in the new phase.
Prime Minister Pham Minh Chinh proposed that both sides continue to strengthen contacts and exchanges of high-level and other delegations; promote cooperation through Party and parliamentary channels; effectively implement bilateral mechanisms; exploit areas with significant potential such as digital transformation, processing technology, high-tech agriculture, and infrastructure; research and coordinate the formation of supply chains that leverage each country's comparative advantages, such as developing a Southeast Asian ecosystem for electric vehicle battery and electric car production; and promote rice trade and work towards signing a long-term agreement on this matter to contribute to ensuring food security.
Philippine President Ferdinand Romualdez Marcos Jr. welcomed Vietnam's efforts in combating illegal, unreported, and unregulated (IUU) fishing; and agreed to cooperate with and support Vietnam in enhancing its capacity to combat IUU fishing, aiming to lift the European Union's (EU) "yellow card."
The two leaders also agreed on the need to strengthen cooperation, maintain solidarity and unity within ASEAN; promote ASEAN's central role in international and regional issues, including the sustainable management and use of Mekong River water resources; ensure peace, stability, security, safety, and freedom of navigation and overflight in the South China Sea region on the basis of international law, the 1982 United Nations Convention on the Law of the Sea (UNCLOS); fully and effectively comply with the Declaration on the Conduct of Parties in the South China Sea (DOC) and promptly achieve a Code of Conduct in the South China Sea (COC).

Meeting with Thai Prime Minister Anutin Charnvirakul, Prime Minister Pham Minh Chinh expressed his deepest condolences on the passing of Queen Mother Sirikit; and highly appreciated Thailand's continued position as Vietnam's largest trading partner and second-largest investment partner in ASEAN.
Thai Prime Minister Anutin Charnvirakul expressed his pleasure at meeting Vietnamese Prime Minister Pham Minh Chinh at the conference and thanked the Prime Minister for calling and sending a congratulatory letter on his election as Prime Minister of Thailand.
Prime Minister Anutin Charnvirakul affirmed that Vietnam is one of Thailand's important partners in Southeast Asia; and expressed his desire to cooperate with the Vietnamese Prime Minister to strengthen comprehensive cooperation between the two countries.
The two Prime Ministers expressed their pleasure at the positive development of Vietnam-Thailand relations, especially the official upgrading of relations to a Comprehensive Strategic Partnership in May 2025; and agreed to closely coordinate in developing an action program to implement bilateral relations in the new phase.
Prime Minister Pham Minh Chinh proposed that both sides coordinate and strive to achieve the target of $25 billion in bilateral trade turnover in a balanced manner, by facilitating further market opening and removing obstacles; studying the establishment of joint ventures to jointly control prices and explore new markets; and strengthening cooperation in mutually beneficial areas, especially the application of new technologies in oil and gas exploration and liquefied natural gas (LNG) production.
The two leaders highly appreciated the importance of implementing the "Three Connections" Strategy on the basis of ensuring mutual benefits and advantages, especially connecting supply chains, connecting human resource training, and connecting transportation and tourism; they agreed to soon establish a joint working group and develop an action program to exchange ideas, build the content and specific plan for implementing this Strategy.
Discussing security cooperation, Prime Minister Pham Minh Chinh reaffirmed the importance of strengthening coordination and information exchange in the fight against terrorist and reactionary organizations; ensuring that no individual or organization is allowed to use the territory of one country to act against another.
The two leaders agreed to strengthen cooperation in education and training, people-to-people exchanges, and local connections; and to promote cultural exchange programs, especially in the year marking the 50th anniversary of the establishment of diplomatic relations between the two countries (2026), in order to deepen understanding and strengthen ties between the people of the two countries, especially the younger generation.
The Prime Minister of Thailand welcomed Vietnam's efforts in combating illegal, unreported, and unregulated (IUU) fishing; and agreed to cooperate and support Vietnam in enhancing its capacity to combat IUU fishing, aiming to lift the EU's "yellow card".
