From a Chilean vision to a global journey for gender equality

Chile is a pioneering country with a Feminist Foreign Policy (FFP). Ms. Gloria De La Fuente, Vice Minister of Foreign Affairs of Chile, shared deeply about this institutional orientation, where gender equality is affirmed as a fundamental value to consolidate democracy, create stable societies and sustainable development.

According to Ms. Gloria, FFP is not simply a policy, but a humanistic vision that puts people and gender equity at the center of international relations, thereby clearly demonstrating Chile's commitment to democracy, human rights and inclusive development.

To realize that vision, Chile has built this policy on a solid legal and practical foundation, with decades of engagement with international conventions and initiatives on women's rights and gender equality, from the CEDAW Convention (1979), the Beijing Declaration and Platform for Action (1995), to UN Security Council Resolution 1325 (2000) and the 2030 Agenda for Sustainable Development (2015).

Under the roof of the Diplomatic Academy of Hanoi , the workshop "Enhancing the role of women in diplomacy" at the end of October 2025 became a meaningful forum when listening to the voice from Chile, a pioneering country with Feminist Foreign Policy (FFP).

Based on the fundamental international commitments, Chile's FFP has been developed into a concrete action roadmap with eight priority pillars: promoting human rights and democracy; eliminating gender-based violence; expanding women's participation in social life; implementing the "Women, Peace and Security" program; integrating gender issues in trade; linking gender equality with climate change response; promoting gender equality in science-technology-innovation; and building a fair and comprehensive health care system.

According to the set roadmap, in the 2022-2025 period, Chile has been gradually realizing these goals in a systematic manner, from assessing, institutionalizing and publishing the FFP Action Plan.

Not only stopping at the policy framework, Chile's efforts have begun to bring about remarkable achievements in international cooperation. In her presentation at the workshop, Ms. De La Fuente reviewed the outstanding results in bilateral and multilateral cooperation, such as signing Memoranda of Understanding (MoUs) with a series of countries such as Spain, the United States, France, Canada... and actively participating in the 4th Conference on Feminist Diplomacy in Paris and announcing the 3rd National Action Plan on "Women, Peace and Security".

It can be seen that this policy has created practical and widespread impacts in many areas, as evidenced by the fact that 22.8% of Chile's Free Trade Agreements (FTAs) have a separate chapter on gender and trade, or specific guidelines on preventing and combating human trafficking and humanitarian assistance through the "Dignity Kit" for women and girls in global hotspots.

To build on the encouraging initial results, Vice Minister Gloria De La Fuente affirmed that in the 2024–2025 period, Chile will continue to focus on three key strategic focuses: strengthening coordination in the foreign policy program; promoting policy institutionalization; and expanding the presence of women at all levels of diplomacy.

Chile's contributions received enthusiastic responses and dialogue within the framework of the workshop, with 4 main working sessions bringing together delegates from many countries and international organizations. Opinions here agreed that promoting gender equality in diplomacy is not only a requirement of the times, but also a driving force to strengthen democracy and sustainable development.

With its all-encompassing vision, Chile's Feminist Foreign Policy is not just a framework for action, but has become a symbol of a humane diplomacy, oriented towards the universal values ​​of peace, justice and human dignity.

From the far reaches of the Andes, Chile's feminist diplomacy is fueling the belief in a just world where women's rights and dignity are protected with intelligence, courage and compassion.
