In the middle of this month (from June 16, 2023), the Regulations on the development, management and implementation of the Binh Thuan Provincial Trade Promotion Program, which have just been issued under the Decision of the Provincial People's Committee, will officially take effect. Thereby, aiming to provide practical support for trade promotion activities, especially in promoting the province's advantageous products as well as promoting the expansion of the consumption market in the coming time.
The new Regulation, which will take effect, will replace the previous Decision (June 2016) of the Provincial People's Committee on promulgating the Regulation on building, managing and implementing the Trade Promotion Program of Binh Thuan Province. Accordingly, this program is built on the basis of the orientation of strengthening trade promotion activities, developing foreign trade and domestic markets, trade in mountainous and island areas in accordance with the socio -economic development strategy in each period approved by the Provincial People's Committee. Especially in terms of the orientation of developing advantageous and key products of Binh Thuan such as seafood, dragon fruit, rubber, wooden furniture, garments, etc., while expanding the export of new products suitable for the needs of domestic and foreign markets. Thereby, it contributes to encouraging and improving the production capacity and competitiveness of enterprises and production and trading establishments of advantageous products in the locality.
Thus, when the Regulations on building, managing and implementing the Trade Promotion Program of Binh Thuan province come into effect, the promotion of the image of local advantageous products to domestic and foreign markets will be supported with 70% of the contract costs. Including the costs of design, planning, communication content or production, publishing, and distribution domestically and internationally to introduce and promote the image of the province's advantageous products. In case of inviting representatives of domestic and foreign media agencies to Binh Thuan to write articles, make reports in newspapers, magazines, radio, television, and the internet to promote the province's advantageous products under a package contract, 70% of the cost of completed media products (broadcast or published) will be supported.
The program also considers supporting the hiring of domestic and foreign experts to advise on product development, improve product quality, develop export markets, and domestic markets. Specifically: Full-package contracts with consultants are supported with 70% of the cost of completed consulting products. In case of organizing meetings for experts, disseminating knowledge and consulting for businesses, 100% of the cost of renting halls, equipment, decoration, documents, translation, interpretation, transportation, and accommodation for experts will be supported (the maximum support level for this content is 2 million VND/1 participating unit).
Organizing sales activities, implementing programs to bring Vietnamese goods to rural areas, industrial parks, and urban areas through businesses and service providers in the area according to regulations will be considered for support of 70% of expenses (maximum 105 million VND/1 sale). Or organizing Vietnamese goods fairs from production areas to mountainous areas, remote areas, ethnic minority areas and islands will also be supported 100% of expenses (maximum 150 million VND/1 session, especially the fair to bring Vietnamese goods to islands is 200 million VND/1 session).
According to the regulations, the Department of Industry and Trade is the agency assigned to manage this program, and the implementing units include: the Center for Industrial Promotion and Trade Promotion (under the Department of Industry and Trade), units assigned by the Provincial People's Committee with the functions and tasks of trade promotion in Binh Thuan. Meanwhile, the participants are enterprises, cooperatives, industry associations, individual business households of all economic sectors in the province established according to the provisions of current law and having industries, markets, goods and products suitable to the program's objectives.
