- Hoa Tham is a particularly difficult commune of Binh Gia district. In recent years, determining that developing production and increasing people's income are both the goal and the driving force in building new rural areas, the Party Committee and the commune government have focused on orienting and supporting people to develop production effectively.
Mr. Nguyen Tuan Uy, Chairman of Hoa Tham Commune People's Committee, said: To develop production and increase income, in addition to the initiative of the people, the Commune People's Committee, based on actual conditions, guides people to convert ineffective crop areas to high - value crops. At the same time, the commune government organizes a review of people's needs to support the implementation of production models suitable to actual conditions.
In addition, every year, the Commune People's Committee coordinates with the district's professional department to organize 5 to 8 training courses on science and technology transfer; organize 3 to 5 short-term vocational training courses on cultivation and livestock breeding techniques for the people. At the same time, the Commune People's Committee also propagates and mobilizes people to establish cooperatives and cooperative groups. Currently, in the commune, there are 2 cooperatives: Lam Thinh Phat Cooperative and Phuong Hoang Cooperative and 9 cooperative groups operating effectively in the field of agriculture and forestry.
In order for people to have resources to invest in developing production models, the Party Committee and the commune government have directed organizations and unions to receive the mandate to support poor and near-poor households to access preferential capital from banks. Up to now, the commune has had 579 households receiving preferential loans from the District Social Policy Bank (SPB) Transaction Office with a total outstanding debt of over 46.6 billion VND.
Mr. Hoang Van Huan, Tan Hoa village shared: Previously, my family was a poor household with no stable income. In 2022, with the guidance of the commune officials, I applied for a loan of 50 million VND from the District Social Policy Bank Transaction Office to build a pig farm with a scale of 50 pigs. During the process of using the capital, I participated in training courses on transferring science and technology, preventing and controlling diseases in livestock farming to apply in practice. Currently, on average, my family sells 3-4 litters of pigs each year, bringing in an income of nearly 200 million VND.
Not only developing the economy from livestock farming like Mr. Huan's family, taking advantage of the potential of forest land, the commune propagates, mobilizes, and supports people to develop forestry economy. Thanks to that, on average, each year, people in the commune plant more than 80 hectares of new forest, bringing the total planted forest area of the commune to over 1,500 hectares, with main crops such as cinnamon, fat, acacia, eucalyptus... Along with forestry development, up to now, people in the whole commune have developed over 30 effective production models, typically: pig farming model (1,700 heads); model of growing green squash, winter melon, bitter melon for seeds (4.6 hectares); organic star anise (202.9 hectares); model of growing purple cardamom (10 hectares)...
Mr. Dao The Dong, Head of the Department of Labor, War Invalids and Social Affairs - Ethnic Minorities of Binh Gia district said: In recent years, the Party Committee and the government of Hoa Tham commune have always paid attention to, propagated, and guided people to effectively implement production development models to reduce poverty, contributing to the implementation of poverty reduction and new rural construction in the commune in particular and in the district in general.
It can be seen that the development of effective production models has contributed to promoting the economy and increasing the income of people in the commune. Thereby, contributing to reducing the poverty rate of the commune to 5.64%, down 20.2% compared to 2021; the average income per capita of the commune reached 42 million VND/person/year, an increase of 12.2 million VND/person/year compared to 2021.
