On the afternoon of November 29, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong and his delegation inspected the compensation and resettlement support work of the Ring Road 3 project passing through 3 districts: Binh Chanh, Hoc Mon and Cu Chi.

The inspection team conducted a field survey of 6 locations, including 2 resettlement areas in Binh Chanh (An Ha and Vinh Loc B resettlement areas), 1 resettlement area in Hoc Mon, and 1 resettlement area in Cu Chi.

Reporting to the survey team, Mr. Le Ngoc Hung, Deputy Director of the HCM City Traffic Construction Investment Project Management Board (abbreviated as the Traffic Board) said that up to now, component project 1 (construction and installation) has disbursed 1,576/7,600 billion VND (reaching 20.73%). The compensation, support and resettlement component alone has better progress, disbursing 10,162/14,751 billion VND (reaching 69%).

Regarding construction and installation, the project has 14 packages, including 10 main construction and installation packages and 4 auxiliary packages for operation and exploitation. To date, 4 main construction and installation packages will start construction in June 2023, while the remaining 6 main construction and installation packages are currently selecting contractors and are expected to be completed in 2023.

Mr. Hung stated that the current difficulty is the scarcity of sand for filling, currently some mines have stopped supplying or are only supplying for vertical and horizontal highway projects and projects of the provinces.

Ring Road 3 Project is facing difficulties in sand source for filling

To ensure supply, the Traffic Committee proposed that the Ho Chi Minh City People's Committee work with provinces that have sources of sand for filling to support the Ring Road 3 project. In addition, Mr. Hung also requested the Thu Duc City People's Committee and the two districts of Cu Chi and Binh Chanh to promptly compensate.

Concluding the meeting, Vice Chairman Bui Xuan Cuong requested the Project Management Board of component 2 (compensation, support, resettlement) to focus on and prioritize working with localities to complete compensation work in 2023. Regarding the relocation of technical infrastructure such as electricity, water, telecommunications, since there are no major problems, the units proactively coordinate the relocation.

Regarding resettlement work, Mr. Cuong assessed that the progress was guaranteed, with initiative, especially Cu Chi District and Hoc Mon District invested in 2 new resettlement areas, with good infrastructure and children's playgrounds.

As for the An Ha resettlement area, the investor must complete the connecting road from An Ha street to the inside and the lighting system in December 2023. The Vinh Loc B apartment complex must also be completed in December, while calculating the repair of the corridor and common living area of ​​the apartment building to ensure uniformity and quality before handing over to residents.

Regarding the construction component, Mr. Cuong assessed that the current disbursement rate is quite low, so it is necessary to focus on completing documents, organizing bidding and simultaneously starting construction of the remaining packages in December 2023.
