(Chinhphu.vn) - Permanent Deputy Prime Minister Nguyen Hoa Binh signed Official Dispatch No. 230/CD-TTg dated November 26, 2025 of the Prime Minister on urgently completing the updating, reviewing and classifying the results of thematic inspections of long-standing backlog projects.

The dispatch stated: On October 22, 2025, in Notice No. 569/TB-VPCP of the Government Office, Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751) assigned "Relevant ministries, agencies and localities to proactively review, classify and fully update information on projects that have had thematic inspection results according to Inspection Plan No. 1505/KH-TTCP of the Government Inspectorate at their ministries, agencies and localities, clearly stating the directions and solutions to overcome difficulties and problems according to the inspection conclusion (in which it is necessary to clarify which projects have legal situations similar to Resolution No. 170/2024/QH15 to propose permission to apply specific mechanisms and policies) to fully update data on System 751 and be responsible for the updated content".

According to the report of the Ministry of Finance (Standing Agency of Steering Committee 751), as of November 17, 2025, System 751 only recorded the results of reviewing and classifying 616/898 projects of 25 localities and 7 ministries, of which 7 localities and 3 ministries have not yet performed the review, updated inspection results and classified the processing group on System 751. At the same time, in Notice No. 384/TB-VPCP dated July 25, 2025, the Prime Minister assigned " The Government Inspectorate , the Ministry of National Defense, and localities to develop plans and organize implementation, ensuring the completion of the inspection before September 20, 2025". However, currently, a number of projects at local ministries still do not have inspection conclusions, affecting the progress of reviewing, reporting inspection results and classifying on System 751.

In addition, in Report No. 2554/BC-TTCP dated October 17, 2025 of the Government Inspectorate, the People's Committee of Da Nang City reviewed and reported that there were 215 projects and real estate facilities with similar legal situations as in Project 153, Conclusion No. 77-KL/TW and Resolution No. 170/2024/QH15. Up to now, the People's Committee of Da Nang City has not yet reviewed and reported on System 751 according to the instructions in Document No. 16495/BTC-PTHT dated October 22, 2025, No. 13021/BTC-PTHT dated August 22, 2025 of the Ministry of Finance.

To continue promoting the achieved results and effectively implement the Politburo's conclusion on comprehensively resolving the backlog of difficult and stuck projects that have been compiled on System 751, the Prime Minister requests:

1- The inspection agency shall promptly complete the inspection and issue conclusions in accordance with the direction of the Prime Minister and the guidance of the Government Inspectorate in Inspection Plan No. 1505/KH-TTCP dated July 22, 2025. before November 26, 2025 .

2- Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and centrally run cities shall preside over and coordinate with inspection agencies to urgently complete the updating, review and classification of projects according to the guidance of the Ministry of Finance in Document No. 16495/BTC-PTHT dated October 22, 2025, No. 13021/BTC-PTHT dated August 22, 2025. The People's Committee of Da Nang City shall urgently complete the review and clearly identify projects with similar legal situations to Project 153, Conclusion No. 77-KL/TW and Resolution No. 170/2024/QH15 on System 751. Completion deadline: before November 30, 2025 .

3- Ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally-run cities and inspection agencies, based on their assigned functions and tasks, shall promptly and effectively implement the above-mentioned tasks and take full responsibility before the Prime Minister for any delay in implementation that affects the progress of handling and resolving issues for the Steering Committee's projects. During the implementation process, if there are any difficulties or problems, promptly report them to the Ministry of Finance (the Standing Agency of Steering Committee 751) for guidance.

We request that Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities direct resolutely, closely, and promptly remove obstacles for projects.

4- Assign the Ministry of Finance - Standing Agency of Steering Committee 751 to urge ministries, agencies and localities to urgently implement this Official Dispatch./.
