Hue City Water Improvement Project Management Board is speeding up the progress of land acquisition for Pham Van Dong Street.

From the surplus capital of the Hue City Water Environment Improvement Project, the investor is currently implementing 6 construction packages in the city and the An Van Duong New Urban Area. The Hue City Water Environment Improvement Project Management Board continues to coordinate with the City Land Fund Development Center (CDFD) to speed up the site clearance of some remaining packages to ensure progress according to the contract.

At the H/LCB/7 package - Drainage, Pham Van Dong roadside, the Thanh Phat - Nam A joint venture is currently implementing 6 construction projects in sections that are not affected by site clearance work.

Specifically, according to the reporter's records, at the starting point of the route from Cao Xuan Duc - Tung Thien Vuong, this area did not carry out site clearance work, so the contractors have implemented 80% of the technical trench items, the drainage system on both sides of the sidewalk and completed 10% of the roadbed volume progress.

The section from Tung Thien Vuong to Provincial Road 10 is stuck with site clearance work, so only a few points have been constructed, and the contractor will continue to construct as the site is "cleaned". The final section from Provincial Road 10 to the Cho Mai - Tan My route has basically completed the sidewalk drainage system and technical trenches, but only 5% of the roadbed has been constructed.

It is known that the Pham Van Dong road expansion project started in July 2023 and is expected to be completed in June 2024 with an investment of 152 billion VND from Japanese ODA capital. According to the design, the road will be upgraded and expanded to 36m (current road surface and sidewalk are 24m). Of which, the road surface will be 26m wide, invested in high-grade asphalt concrete, cement concrete curbs, standard surface design load, suitable for 4 lanes of motor vehicles and 2 lanes of rudimentary vehicles.

According to the Project Management Board, the expansion and renovation of Pham Van Dong Street not only creates a highlight for Hue city but also plays a connecting role in promoting inter-regional socio -economic development. Due to problems with construction licensing procedures, this project was implemented nearly 2 months late, so the progress is behind schedule.

The project's completed volume to date includes 2,163m3 of roadbed embankment, 1,265m3 of crushed stone of various types, installation of 2,247m D800 culverts, completion of 76 manholes, installation of 523m of technical trenches with a value of 14 billion VND, reaching 8.3% of the contract volume.

The site clearance work is being actively carried out by the TPDP. The large volume of site clearance is mainly in the drainage and sidewalk sections of Pham Van Dong Street. The compensation plan for 204/206 households has been approved (165 households have received compensation and handed over the site), and 11 relocated households have been resettled in TDC1 and Bau Va areas.

Similarly, in the H/LCB/6 package - Nhu Y River embankment from Da Dam to Van Duong bridge, the joint venture of Thuy Loi Hue - 568 contractor carried out the construction on a length of 1.6km with a total cost of more than 260 billion VND. Up to now, the contractor has completed 35,000m of prestressed sheet piles of various types, 5,900m of D400 centrifugal concrete piles, 487m of concrete cap beams, and 40m of anchor beams.

The project has dredged 14,500m3 of sand to build the embankment body, and 3,900m3 of rock for the parking lot. The arch bridge has completed bored piles and abutments. Currently, the contractor is continuing to implement the construction of cap girders, centrifugal pile driving and dredging sand... with the total contract value of 182 billion VND, reaching 77.7% of the contract volume.

Regarding about 37 households living in Phu Hoi and Xuan Phu wards, Hue city, whose houses and land are affected by the pile driving process for the construction of the Nhu Y river embankment from Dap Da to Van Duong bridge, Mr. Nguyen Thanh Tuan Anh, Director of the Project Management Board, said that according to the investor's assessment, the construction design is appropriate, does not have much impact on the riverbank, and only pile driving is carried out.

The houses built along the Nhu Y River are at risk of landslides and have weak geological foundations. Before construction, the investor had already assessed and calculated that the construction would affect the houses of the people. Therefore, when an incident occurred, the investor invited all construction units, contractors, and insurance companies to work together to agree on a compensation plan and support for the people. In case the contractor does not compensate, the investor will use the advance payment to deduct (7% of the contractor's contract value will be retained to pay the people).

Also according to Mr. Nguyen Thanh Tuan Anh, based on the report proposing the investment policy to implement the project, the Provincial People's Committee recently held a meeting and agreed on the policy to propose JICA to support the provision of ODA capital for the province to continue investing in the implementation of the Hue City Water Environment Improvement Project Phase 2 - priority area in the north of Hue City to synchronously invest in the drainage system of the whole city. The Provincial People's Committee, Hue City and the Project Management Board also had a meeting with JICA to exchange information on the scale, location, and necessity of investing in the project phase 2...

According to the proposed investment policy for the implementation of phase 2 of the project, the location and scope of implementation will be in the northern area of ​​Hue City (including Hue Citadel) including Kim Long, Phu Hau, Gia Hoi, Thuan Hoa, Thuan Loc, Tay Loc and Dong Ba wards with a total expected area of ​​934 hectares. The main investment items include the common sewer system, surrounding sewers and pumping stations; dredging, embanking lakes, renovating tunnels connecting lakes in Hue Citadel; wastewater treatment plant with a capacity of 30,000m3/day, with a reserve for expansion of 20,000m3/day. The total expected investment is about 3,000 billion VND from preferential loans and counterpart funds from the State budget.
