On the morning of December 19, at the National Assembly House, Secretary of the National Assembly Party Delegation and Chairman of the National Assembly Tran Thanh Man chaired a conference to review the coordination work between the National Assembly Party Delegation and the Party Committee of the National Assembly Office.
Speaking at the Conference, National Assembly Chairman Tran Thanh Man summarized the country's achievements in 2024 as well as the National Assembly's outstanding results in performing its legislative, supervisory, and decision-making functions on important national and foreign affairs issues.
At the recent 8th Session, the National Assembly passed 18 laws and 21 resolutions, removing many institutional "bottlenecks" for the country's socio-economic development, and at the same time deciding on many important issues, creating breakthroughs to complete infrastructure, maximizing resources, with many historic decisions such as: passing the Resolution on investment policy for the North-South high-speed railway project; policy to restart investment in the Ninh Thuan Nuclear Power Project; adjusting the investment policy for the Long Thanh International Airport Project...
The National Assembly also passed many mechanisms and policies to promptly resolve national and people's livelihood issues, support and improve people's material and spiritual lives such as: Allowing the use of 5% of the central and local budgets to cut and save regular expenditures in 2024 to support the elimination of temporary and dilapidated houses for poor and near-poor households; agreeing to ban the production, trading, import, harboring, transporting and using electronic cigarettes, heated tobacco, gases and addictive substances that are harmful to human health from 2025; passing the Law amending and supplementing a number of articles of the Law on Health Insurance, including regulations on step-by-step connection and communication in health insurance examination and treatment... These decisions contribute to meeting the aspirations of the people, in line with the spirit of President Ho Chi Minh's teaching "Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might".
The National Assembly Chairman affirmed that 2024 marks a strong and profound innovation of the National Assembly in thinking in legislative work. Accordingly, the Law only regulates framework issues, which are principled, brief and concise, issues under the authority of the National Assembly; does not legalize the provisions of decrees and circulars; resolutely abandons the mindset of "if you can't manage, then ban"; promotes decentralization and delegation of power in the direction of clearly defining which matters are under the authority of the National Assembly and which matters are assigned to the Government...
Although there have been major changes in the personnel of the state apparatus, including the National Assembly, National Assembly agencies, the National Assembly Secretary General, and the National Assembly Office, the National Assembly Party Delegation has successfully led and directed the organization of 6 National Assembly Sessions and 33 meetings of the National Assembly Standing Committee.
The National Assembly Party Delegation has led and directed the implementation of the Action Program of the National Assembly Party Delegation; the legislative tasks of the entire term have all achieved and exceeded the set goals and plans. The National Assembly Chairman said that at the National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW on the morning of December 1, 2024, General Secretary To Lam acknowledged: The 8th Session initially had profound innovations in thinking in law-making to promptly remove difficulties and obstacles in practice. This is a very timely and appropriate recognition, encouragement, motivation, encouragement, and praise from the General Secretary for the National Assembly before the entire political system at all levels.
The National Assembly Chairman noted that these are only initial results and suggested that in the coming time, we must continue to research and review what are still "bottlenecks", and continue to remove difficulties and obstacles to create conditions for the country's development in the new era, the era of national growth.

The National Assembly Chairman requested to continue building a solid team of cadres with a high sense of responsibility; daring to think, daring to do, daring to take responsibility, having innovative thinking in work; on that basis, innovate the process of evaluating, selecting, recruiting, and appointing cadres; speed up the application of information technology in the activities of the National Assembly.
"Based on these issues, we can choose what to do first and what to do later; some things can be applied immediately to meetings, sessions, and meetings, while others must be carried out according to procedures and regulations, but the general spirit is to be determined to innovate and have new products," the National Assembly Chairman emphasized.
The National Assembly Chairman proposed to continue to focus on directing the implementation of the summary of Resolution No. 18-NQ/TW, complete the Projects, regulations, and documents, ensuring the schedule for submission to the Central Conference in mid-February 2025 and the National Assembly session in late February 2025. At the same time, complete the review, propose amendments and supplements to laws and resolutions related to the arrangement and streamlining of the apparatus, report to the National Assembly Standing Committee, submit to the National Assembly for consideration and decision; complete the arrangement and streamlining of the National Assembly Committees, agencies under the National Assembly Standing Committee, departments, units, and organizations under the National Assembly Office, ensuring the schedule and plan set by the Central Committee.
Along with that, well implement political and ideological work; focus on propaganda to soon put the laws and resolutions of the National Assembly into life; deploy activities to prepare for the 80th anniversary of the National Assembly of Vietnam.
The National Assembly Chairman also suggested focusing on training, ensuring policies and regimes for cadres, party members, civil servants, public employees and workers in accordance with regulations; stepping up propaganda to create consensus and unity in the process of arranging and streamlining staff.
