Representative of BVN Company, An Nghia commune (Lac Son) committed to focus on resolving people's complaints about noise during production at night before April 30, 2025.
According to the petition: Currently, the environmental pollution in the residential area of Bai hamlet is very serious, such as high noise levels, accompanied by dust and smoke, and impacts from the company's production activities with high intensity, all night long. This situation has lasted for a long time. Although there have been opinions from the residents as well as the hamlet management board, it has not been resolved. The above impacts directly affect the lives and health of people living around the area...
Discussing this issue, Mr. Bui Van Luan, Vice Chairman of the People's Committee of An Nghia Commune, said: The commune has grasped the information and feedback from the people. Based on the petition of 14 households living near the factory of BVN Company, implementing the direction of the People's Committee of Lac Son District, on April 8, 2025, the People's Committee of the commune worked with the households and leaders of BVN Company to verify, listen, and clarify the concerns of the people as a basis for reporting to the authorities and the leaders of the District People's Committee to resolve according to the provisions of law.
At the meeting, residents said that the activities of BVN Company affected the lives of people living around the factory area. Ms. Bui Thi Tinh said that because her family lives close to the company, her health is greatly affected, especially at night when it causes noise, and family members do not have time to rest. Mr. Bui Van Tam stated that the operation of the factory causes a lot of noise, especially at night. We hope that the company will have measures to reduce noise at night, possibly stopping operations from 10pm. Mr. Bui Van Luong said that due to the noise being too loud, children cannot study at night... From that situation, Ms. Bui Thi Diep proposed: We hope that the company's production process will have measures to reduce noise at night. Raise the chimney, do not release dust into the environment. Mr. Bui Van Danh suggested that the company should arrange appropriate operating hours, ensuring that it does not cause noise at night.
Mr. Bui Van Thai, Head of Bai Hamlet, said: Through understanding the local situation and the people's situation, we believe that the wood pellet production activities of BVN Company have affected people's lives, mainly causing noise during the night shift production process. We hope that in the near future, the company will have measures and technical solutions to overcome this situation.
Regarding this issue, Mr. Tran Ba Quynh, Deputy Director of BVN Company said: The company's main product is compressed wood pellets produced on a modern, synchronous production line imported from Europe and the US. During the production process, the company does not use any additives but only uses 100% wood as raw materials. The production process steps include a drying stage, the company uses wood chips to burn, so smoke and steam are generated just like when cooking with a wood stove. During the production process, the company ensures environmental standards, every 3 months the company hires a unit with the function of checking and evaluating environmental assurance work. Since going into operation, through many inspections, the company has always ensured environmental criteria and standards such as emissions, dust, and noise according to the provisions of law. Moreover, the company's products are mainly exported to Japan, a market with very high and strict requirements on environmental protection and social security for imported products. Therefore, the partners also regularly check and evaluate the company's activities. If there is even a very small violation related to environmental protection and social security, they are ready to cancel the product import contract.
"Regarding the people's recommendations about the noise during the factory's production process at night affecting their lives, the company would like to listen and accept it in a receptive spirit and will focus on overcoming it in the coming time. Due to the characteristics of the company's production line, the machine runs 24/7 before the maintenance stop schedule. Therefore, it is impossible to reduce the operating time of the line. To solve this problem, the company has ordered specialized sound-absorbing equipment to reduce the volume and noise during the production process. The equipment is currently being transported to the factory. The installation is expected to be completed before April 30, 2025," Mr. Tran Ba Quynh added.
The environmental analysis report at the request of BVN Company conducted by Hanoi Environmental Consulting and Technology Development Joint Stock Company shows that the noise indicators at the factory during operation are below the permissible standard according to TCVN 7878-2:2010, which is from 60 - 66.4/70dBA, as prescribed by QCVN 05:2013/BTNMT; the vibration level according to TCVN 6963:2001 is from 42 - 47/70dB, as prescribed by QCVN 05:2013/BTNMT. Regarding the latest emission analysis results (early February 2025), the dust flow indicators sampled in the factory area are all below the national technical standards on industrial emissions for dust and inorganic substances according to QCVN 19:2009/BTNMT. In addition, during the testing and analysis process, the results showed that no toxic or hazardous substances were detected that could affect human health. The wastewater sample was taken after the company's wastewater treatment system with a capacity of 10m3/day and night, meeting the national technical standards on domestic wastewater when discharged into water sources used for domestic water supply purposes according to QCCN 14:2008/BTNMT, column A. However, according to Mr. Tran Ba Quynh, the company is committed to continuing to make greater efforts in ensuring the environment and safe production activities by researching and investing in modern equipment and technology, as well as promoting technological innovation initiatives in production.
