Da Bac district strives to speed up the construction progress of the Hien Luong - Vay Nua - Tien Phong inter-commune road, contributing to increasing the disbursement rate of public investment capital in the first 6 months of 2025.
Slow disbursement progress
This year, the Prime Minister assigned the province's State budget capital disbursement plan of VND 9,118.173 billion; the capital approved by the Provincial People's Council is VND 9,125.173 billion, of which, the revenue from land use increased by VND 7 billion. In addition, the total capital plan allowed to extend the disbursement period to 2025 is VND 2,684.828 billion. This is identified as an important resource, contributing to socio -economic development, promoting growth and creating new development space for the whole province.
However, the progress of disbursement of public investment capital is slow compared to the requirements. As of May 10, the whole province has only disbursed 1,033.2 billion VND of the 2025 public investment capital plan, reaching 11.3% of the capital plan assigned by the Prime Minister and the Provincial People's Committee to each project. Of which, investment capital in the provincial budget balance disbursed 286.6 billion VND, reaching 11% of the plan; Central budget capital (domestic capital) disbursed 745 billion VND, reaching 11% of the plan; ODA capital disbursed 8%; capital for implementing 3 national target programs (CTMTQG) disbursed 19%.
Regarding the VDTC plan, which is allowed to extend the implementation period to 2025, the total disbursed capital is about 1,075.9 billion VND, reaching 40% of the assigned capital plan. Of which, the disbursed capital for the Socio-Economic Recovery and Development Program reached 42%; the disbursed capital for the 3 new National Target Programs was only 27%, the progress is much slower than planned.
According to the Department of Finance, the disbursement rate of public investment capital in the province is currently low compared to the national average. In addition to capital sources with a fairly high disbursement rate such as capital according to criteria and provincial budget norms (34%), lottery revenue (20%), etc., domestic central budget capital and foreign capital have low disbursement rates. It is worrying that as of May 10, there are still projects with a disbursement rate of 0%; the disbursement rate of public investment capital in districts and cities is also much lower than planned.
Urgently unblock capital sources and increase disbursement rate
In the context of the economy in dire need of strong growth drivers, public investment is identified as the leading important driving force to promote and expand development space. In Hoa Binh province, the progress of public investment disbursement in April and the first days of May showed signs of slowing down, so the urgent requirement is to review each project, grasp the causes to promote progress, and increase the disbursement rate. In the context of many socio-economic difficulties, the whole province is still determined to achieve the growth target of 10% or more in 2025. To achieve this challenging goal, it is necessary to mobilize all resources, with the top priority being to unblock the source of public investment - an important driving force for economic growth.
It is known that since the beginning of the year, the Provincial People's Committee has seriously implemented the directions of the Government and the Prime Minister on promoting the allocation and disbursement of ODA in 2025. Up to now, the Provincial People's Committee has issued 6 documents directing departments, branches, sectors, People's Committees of districts and cities, specialized project management boards of the province and investors to synchronously implement groups of solutions to promote the disbursement of ODA. Identifying this as a top important political task that needs to be effectively implemented, the Provincial People's Committee holds monthly meetings to listen to investors report on disbursement progress, promptly grasp difficulties, direct solutions to remove them and set requirements on progress for each group of projects. In particular, the Provincial People's Committee has established working groups to inspect, urge and direct the removal of difficulties for projects using ODA. For projects facing difficulties and obstacles that cannot be implemented immediately or completed projects that do not fully utilize the assigned capital plan, the Provincial People's Committee has adjusted the capital plan (first time) with a total capital of 142.9 billion VND.
Regarding the disbursement of projects under the National Target Program in 2025, according to the leader of the Provincial People's Committee, although the disbursement rate as of May 10 was about 19%, it is noteworthy and shows the efforts of all levels, sectors and localities, but it is urgent to speed up the progress in the coming time. In fact, these projects are small in scale but still have to fully carry out investment and construction procedures, change land use purposes similar to normal public investment projects. In addition, investors also have to simultaneously disburse the capital portion extended from 2023 - 2024, so the workload is large and there is a lot of pressure, leading to a low disbursement rate. In the context of the whole province urgently implementing the rearrangement of administrative units at all levels, the Provincial People's Committee urged districts and cities to focus on overcoming difficulties to speed up the progress of national target programs invested by district level, strive to increase the disbursement rate, and effectively use this important resource.
In particular, for key projects with large capital such as: Hoa Binh - Moc Chau Expressway in Hoa Binh province, Hoa Binh - Hanoi Regional Link Road and Son La Expressway (Hoa Binh - Moc Chau), Road connecting Luong Son - Xuan Mai town, Hanoi (phase 1), Road connecting from Tran Hung Dao street to Dan Chu ward connecting with National Highway 6..., the Provincial People's Committee requested to focus on removing difficulties in site clearance, thereby clearing bottlenecks, promoting disbursement of ODA in the coming time.
