In the past 5 years, the whole province has had 10,648 newly established units (including 8,573 enterprises, 2,075 dependent units); 555 newly established cooperatives, 1.5 times higher than the period 2016-2020. By the end of the first quarter of 2025, the total foreign direct investment (FDI) capital in the province reached more than 167 million USD, an increase of 22.5% over the same period last year.

Recently, continuing the goal of administrative reform, Quang Ninh province is resolutely reviewing, cutting down, and simplifying administrative procedures related to production and business activities and internal administrative procedures, ensuring the abolition of at least 30% of investment and business conditions, reducing at least 30% of the processing time of administrative procedures, 30% of the cost of complying with administrative procedures, and completing 100% of the implementation of the plan on decentralization of authority to handle administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister .

The Provincial Party Standing Committee also issued Official Dispatch No. 2692-CV/TU on rectifying discipline, enhancing responsibility in handling administrative procedures, and creating a favorable investment and business environment for people and businesses. It includes the content of immediately ending the situation where businesses have to pay unofficial fees in performing administrative procedures and other activities related to state administrative agencies and units; continuing to review, establish, and maintain a hotline in a practical and effective manner to receive and immediately handle feedback and recommendations from businesses about having to pay unofficial fees to state administrative agencies, cadres, civil servants, and public employees.

Recently, Uong Bi City has tried to minimize the time to carry out administrative procedures for people and businesses.

It is known that currently, the province's professional units are considering many modern models to quickly implement administrative procedures for businesses. For example, the model of a working group or professional group whose members can be considered experts, with professional capacity and authority to resolve. This group can support units and businesses when an issue arises that requires professional adjustment, for example, the organization of bidding, the group can help with bidding, calling for bids, writing documents...

When registering a private enterprise, this is a simple procedure, according to regulations, it can be resolved by a fast process and a certificate issued within about 30 minutes, so the registration file should not be placed together with the registration files of joint stock companies or other types of companies. The "Support Desk" model, where support areas are established that are almost like professional advice for those performing procedures, especially very difficult procedures, instead of simply having staff sitting on duty, guiding and counting documents. The "Support Desks" apply the fast track process (support for quick processing of administrative procedures). With these new models, if applied, it will support the quick processing of administrative procedures for businesses, promoting business development.
