Talks between the Department of Justice of Cao Bang Province (Vietnam) and the Department of Justice of Guangxi Zhuang Autonomous Region (China)

On the morning of April 24, in Cao Bang city, the Department of Justice of Cao Bang province (Vietnam) held talks with the Department of Justice of Guangxi Zhuang Autonomous Region (China) to strengthen the friendly relationship and cooperation in the field of judicial administration between the two localities.

Attending the event were comrade Doan Trong Hung, Provincial Party Committee member, Director of the Department of Justice of Cao Bang province (Vietnam); Nguyen Anh Que, Provincial Party Committee member, Deputy Director of the Department of Foreign Affairs; leaders of units: Provincial Police; Department of Foreign Affairs, Office of the Provincial People's Committee.

On the Chinese delegation side, Mr. Li Daojun, Director of the Department of Justice of Guangxi Zhuang Autonomous Region (China) was the head of the delegation.

Speaking at the meeting, Director of the Cao Bang Department of Justice Doan Trong Hung emphasized: The traditional friendship between Vietnam and China, "both comrades and brothers", established and nurtured by President Ho Chi Minh and Chairman Mao Zedong and previous leaders, is a valuable asset of the two countries' people, which needs to be inherited well, protected well, and promoted well. Up to now, the friendship between Vietnam and China has been upgraded to a comprehensive strategic partnership, bringing about substantial results in many fields. The meeting between the Department of Justice of Cao Bang province (Vietnam) and the Department of Justice of the Guangxi Zhuang Autonomous Region (China) demonstrates the determination of the two Parties and States to continue consolidating and strengthening the friendly neighborly relationship, promoting practical and effective cooperation in the judicial field, contributing to maintaining peace , stability and sustainable development in the border area. This is an important foreign activity, within the framework of implementing the common perception reached between the leaders of the two Parties, two States, and the Ministries of Justice of Vietnam and China.

In a friendly atmosphere, the two sides discussed 6 specific cooperation contents such as: It is necessary to agree to maintain the long-term friendly cooperation exchange mechanism between the Department of Justice of Cao Bang province (Vietnam) and the Department of Justice of Guangxi (China) through the agreement to implement the Memorandum of Understanding on cooperation. The two sides coordinate and guide the competent authorities to do a good job of propagating 3 legal documents on the border, in order to promote propaganda work on border management and protection, and fight against illegal border activities. Share experiences in disseminating and educating the law on residents on both sides of the border. Well manage the work of registering marriages with foreign elements in the border area. The two sides actively advise the Party committees and authorities at all levels to direct and guide grassroots units to implement and create favorable conditions for residents of the border adjacent to both sides to register their marriages if needed in accordance with the provisions of law. The two sides will strengthen coordination and exchange on the need for legal aid and the implementation of legal aid for citizens in border areas. The two sides agreed to exchange and share experiences between Bar Associations, provide each other with information on current laws and law enforcement practices. Create favorable conditions for the Associations to carry out exchanges and cooperation in accordance with the legal regulations of each country.

Mr. Ly Dao Quan, Director of the Department of Justice, Guangxi Zhuang Autonomous Region (China) highly appreciated the thoughtful reception and the organization of the important talks by the leaders of Cao Bang province and the Department of Justice of Cao Bang province (Vietnam). At the same time, he expressed his high agreement with the 6 draft contents of the cooperation drafted by the Department of Justice of Cao Bang province (Vietnam); it is necessary to strengthen cooperation in judicial work between the two border provinces. At the same time, he introduced the tasks of the Department of Justice of Guangxi Zhuang Autonomous Region (China) on implementing the rule of law ideology in socio-economic management, running the country to achieve civilization and the model of using artificial intelligence in records management, law dissemination and border management... Through the talks, the two sides exchanged and learned experiences, hoping that the two sides would reach a common understanding to promote cooperation in judicial work; The two sides will regularly work together to remove difficulties and obstacles, strengthen judicial administrative capacity, and aim for sustainable and harmonious development.

The talks are an opportunity for the two Departments to review and complete the draft Memorandum of Understanding on cooperation in the field of judicial administration, creating a legal foundation for a long-term and effective cooperative relationship between the two sides, which will be signed at the first Judicial Conference of provinces sharing the Vietnam - China border, in June 2025 in Nanning, Guangxi (China).
