20th Provincial Party Executive Committee Conference

The draft report on the first quarter's work shows that, in the context of many opportunities, advantages, difficulties and challenges intertwined, the Provincial Party Committee and the Provincial Party Committee Standing Committee have focused on leading all levels, sectors and people in the province to proactively and actively implement relatively comprehensive and effective political tasks.

The focus is on directing and promoting emulation movements to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam and the New Year of the Dragon 2024, ensuring that people celebrate the Lunar New Year safely, happily, healthily and economically.

Organize visits, give gifts, celebrate Tet and provide subsidies and support for over 147,700 gifts to policy beneficiaries, poor households, and people in difficult circumstances, with a total cost of over 59 billion VND. Ensure good security, order, traffic safety, and fire prevention and fighting during Tet.

The work of Party building and political system building has been carried out synchronously, associated with continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; The 2024 working theme of the Provincial Party Executive Committee has been effectively implemented.

At the same time, focus on directing the implementation of socio-economic development tasks; ensuring national defense and security; consolidating and promoting the strength of the great national unity bloc and the role of the Vietnam Fatherland Front and socio-political organizations, improving the effectiveness of mass mobilization work, and creating social consensus.

The work of building grassroots party organizations, developing party members, training, fostering, and implementing personnel policies has received attention and direction.

During the quarter, the province admitted 760 party members, reaching 33.7% of the yearly plan, and established 1 party organization in a non-state enterprise.

The economy continued to grow, with the gross regional domestic product (GRDP) in the first quarter increasing by 8.02% over the same period in 2023. The industrial production value is estimated at nearly VND 22,174 billion, up 3.8% over the same period last year.

Total development investment capital is estimated at VND7,535 billion, up 9.3%. In the first quarter, the province welcomed about 3.9 million tourists (up 21.2%), revenue is estimated at VND3,660 billion (up 46%). Total state budget revenue is estimated at VND3,410 billion.

Culture and society have made many advances, social security is guaranteed, people's lives continue to improve and rise.

The work of receiving people and resolving complaints and denunciations was focused on; national defense was maintained; political security and social order and safety were ensured.

Speaking at the conference, delegates basically agreed with the Draft report on the results of leadership in implementing tasks in the first quarter, focusing on work in the second quarter of 2024.

At the same time, supplement and clarify the achieved results, difficulties, limitations and newly arising issues that require the province to focus on leadership, direction and management; propose many solutions to successfully implement the goals and key tasks of the second quarter of 2024.

In the conference program, the Provincial Party Committee also gave opinions on the report on the work that the Provincial Party Committee Standing Committee has resolved since the 18th and 19th Provincial Party Committee Conferences to the 20th Provincial Party Committee Conference, the key tasks from now until the 21st Provincial Party Committee Conference; The policy of adjusting the pre-feasibility study report of the Ninh Binh-Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, as proposed by the Party Committee of the Provincial People's Committee.

Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan acknowledged and highly appreciated the enthusiastic and responsible opinions of the delegates at the conference. Emphasizing the results achieved in the first quarter, he also pointed out the difficulties and limitations that need to be focused on and resolved.

Regarding the key tasks in the second quarter, the Provincial Party Secretary highly agreed with the content of the report, and at the same time proposed to focus on implementing a number of key tasks: Successfully organizing major events of great significance to the province such as: Celebrating the 10th anniversary of Trang An Scenic Landscape Complex being recognized by UNESCO as a World Cultural and Natural Heritage; Announcing Decision No. 218/QD-TTg, dated March 4, 2024 of the Prime Minister on approving the Planning of Ninh Binh province for the period 2021-2030, with a vision to 2050; Celebrating the 1,100th anniversary of the birth of Emperor Dinh Tien Hoang ( 924-2024 ) associated with the opening of Hoa Lu Festival in 2024; VTV Cup International Women's Volleyball Tournament in 2024...

Focus on directing the work of party building and political system building, paying attention to the work of the Fatherland Front Congress at the commune level and preparing to discuss documents with comments and instructions to conduct Party Congresses at all levels, towards the 14th National Party Congress....

In particular, review and supplement the planning of cadres under the management of the Provincial Party Standing Committee; pay attention to the party admission quota, especially party admission outside the state sector.

Regarding economic development, the Provincial Party Secretary proposed to strive harder, be more determined, and be highly determined to successfully complete the targets and tasks of the second quarter and the whole year of 2024.

Focus on removing difficulties and obstacles to promote production, budget collection, site clearance, and project implementation, including the Ninh Binh-Hai Phong Expressway Construction Investment Project, section passing through Ninh Binh province.
