The Provincial Party Secretary and the working delegation inspected the Road Project from Tam Duong town to the road connecting Lai Chau city with Noi Bai - Lao Cai highway. He listened to relevant units report on the project implementation status and difficulties.
Accordingly, the Road Project from Tam Duong town to the road connecting Lai Chau city with Noi Bai - Lao Cai expressway is invested by the Provincial Traffic Construction Investment Project Management with a total investment of 80 billion VND, implemented in the period 2023-2026. Up to now, the Project has completed 75% of the progress and is still being implemented according to plan.
After listening to the reports of the units, the Provincial Party Secretary Le Minh Ngan requested Binh Lu commune to complete the site clearance work to hand over to the contractor before December 15. Along with that, he requested the Provincial People's Committee to direct specialized agencies to closely coordinate with local authorities, guide the site clearance work, in which all conditions must be created and fair for households in the area of site clearance; arrange capital sources for the contractor to construct the Project to ensure timely progress...
After the field inspection, the Provincial Party Secretary and the working delegation worked with the Standing Committee of the Binh Lu Commune Party Committee. Reporting at the meeting, the Commune Party Secretary said: After the arrangement of administrative units and the implementation of the 2-level local government model, the apparatus of Binh Lu commune has operated stably, proactively innovated leadership methods, promoted communication, improved governance efficiency and promoted the accompanying role of the people. Thematic resolutions on digital transformation, tourism development, green agriculture and building a drug-free area have been implemented synchronously, creating a strategic development axis for the period 2025 - 2030.
In 2025, most of the commune's socio-economic targets were achieved and exceeded the plan. Food output reached over 10,200 tons; tea, fruit and cardamom areas remained stable; tourists were estimated at over 410,000, with revenue of about 312 billion VND. The disbursement of public investment capital basically ensured progress, especially the National Target Program on New Rural Construction achieved 100% of the plan. The fields of education, health, poverty reduction and social security continued to receive attention. Binh Lu commune also completed support to eliminate 166 temporary and dilapidated houses for disadvantaged households.
For key projects, Binh Lu commune has proactively coordinated in land acquisition, inventory, propaganda, and mobilization of the people; at the same time, reported and proposed to remove obstacles in resettlement, land valuation and forest conversion. Particularly, the Hoang Lien Pass Tunnel Project and the Son Binh Eden Garden Resort Complex Project are focusing on completing documents and procedures according to regulations.
To effectively carry out its tasks, Binh Lu commune proposed that the province consider providing guidance on removing difficulties in land and site clearance; support decentralization and provide professional guidance in planning appraisal; consider handing over some surplus public assets for local exploitation to serve the development of high-tech agriculture and tourism...
At the working session, the commune delegates and the working delegation expressed their opinions, focusing on the following contents: Promoting the implementation of Resolution No. 57 -NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; continuing to effectively implement the 2-level local government model; having mechanisms and guidelines to promote the development of tourism, culture, physical training and sports in the area; transferring officials to civil servants to perform tasks; being flexible in compensation and site clearance work...
Concluding the working session, Secretary of the Provincial Party Committee Le Minh Ngan highly appreciated the preparation work and the results that the Party Committee and the government of Binh Lu commune had achieved. The Secretary of the Provincial Party Committee basically agreed with the opinions expressed by the members of the Working Group regarding Binh Lu commune. Based on the contents reported and recommended by Binh Lu commune, the Secretary of the Provincial Party Committee requested the commune to focus on thoroughly disseminating and widely propagating the policies and resolutions of the Party Congresses at all levels, especially the four key resolutions that Binh Lu commune had proposed.
Continue to effectively implement the 2-level local government model, encourage cadres, civil servants and public employees to overcome difficulties to successfully complete assigned tasks. The Provincial Party Secretary emphasized that currently, according to decentralization, the decision-making authority assigned to the commune is very large, so he requested that the commune turn determination into action, turn slogans into products to create trust for the people. Assign specialized departments of the province to issue documents, instructing the commune to immediately implement the planning task. Continue to focus on administrative reform, be flexible in direction and operation; speed up the progress of site clearance for key projects; promote tourism and agricultural potential, creating new development momentum for the locality.
During the period from now until the 14th National Congress of the Party, the election of National Assembly deputies and People's Council deputies at all levels, the Provincial Party Secretary requested local authorities to grasp the situation and not let complaints and complications occur at the grassroots level. Regarding the commune's recommendations, the departments and branches were assigned to coordinate and advise on solutions in accordance with regulations.
