( Bqp.vn ) - On the morning of November 14, in Hanoi , the Government Electronic Information Portal (GePortal) held a conference to connect the Government's direction and administration information on the network environment with the GePortals of ministries, branches and localities in 2024.

Speaking at the conference, Deputy Minister of Information and Communications Bui Hoang Phuong said that the electronic information portals at all levels have performed well in diversifying information methods, multi-platform, capturing information trends, promptly conveying the Government's decisions to people and businesses; many electronic information portals have large and increasing traffic. Electronic information portals at all levels play an increasingly important role, both providing information and interacting with people, "being an extremely important bridge between the government and the people in the digital age". Deputy Minister of Information and Communications Bui Hoang Phuong emphasized that the Party and State always take the people as the center, serve the interests of the people, always promote the role of supervision as well as the role of criticism of the people and always want people to participate in the activities of supervising the power of State agencies. To effectively perform this role, providing smooth information between the government at all levels and the people is always the top priority task.
In order to enhance the role and effectiveness of the electronic information portals, in the coming time, Deputy Minister of Information and Communications Bui Hoang Phuong requested that specialized units of the Ministry of Information and Communications attending this conference receive, study and have a direction to handle the recommendations proposed by agencies, departments and branches.
For the Government Portals, it is necessary to strictly comply with the regulations and requirements of Decree No. 42/2022/ND-CP and Circular 22/2023/TT-BTTTT; urgently connect with the System for monitoring and measuring the level of provision and use of digital Government services (EMC System) and exploit monitoring data from the system; innovate and develop more diverse forms of communication and ways of sending information such as social networks, infographics, etc.; at the same time, promptly organize synchronous connections between the Government Portal and the Portals of ministries, branches and localities to ensure a consistent and consistent flow of information.

The report of the Government Portal at the conference showed that, in the past time, most of the Portals of Ministries, branches and localities have provided full information according to the provisions of Decree No. 42/2022/ND-CP; currently, 04 Ministries, ministerial-level agencies, 01 agency under the Government and 31 provinces and centrally run cities have built data portals at the ministerial and provincial levels. The total number of component pages/portals of Ministries, branches and localities is 5,635. There are 57 provinces and centrally run cities that have deployed the Portal to the district and county levels (of which 29 provinces and centrally run cities have deployed it to the commune and ward levels). There are 43 Portals of Ministries, branches and localities that have connected and fully integrated with component pages/portals. Many ministries, branches and localities have provided information on Facebook (64 units), YouTube (25 units) and Zalo (45 units). During the upgrading and development process, most of the e-Portals of ministries, branches and localities have focused on SEO (Search Engine Optimization) to support information search tools (index) (60 units), and at the same time provided search tools according to the provisions of Decree No. 42/2022/ND-CP (87 units). 66 units have developed and submitted to competent authorities to issue information security assurance dossiers at different levels for the e-Portal. All e-Portal systems are protected by at least one of the information security and safety solutions and most have been tested for information security and safety before being put into use.
However, in addition to the achieved results, in the process of implementing activities, the electronic information portals of ministries, branches and local branches still face some difficulties and problems such as: Not fully meeting the criteria according to Decree No. 42/2022/ND-CP due to the time of upgrading and developing completed before the Decree was issued; human resources and information technology infrastructure are old and outdated; the number of component pages is large, built with many different technologies, causing difficulties in the design and upgrading process. According to regulations, the electronic information portal is not a press agency, so it causes limitations in communication work, and cannot apply regulations on regimes and policies of press agencies...

At the conference, delegates listened to the Government Portal introduce technical solutions for sharing, connecting and integrating information between the Government Portal and the Portals of Ministries, branches and localities; reports and experiences sharing of a number of Ministries, branches and localities such as: Ministry of National Defense Portal; Ministry of Public Security Portal; Bac Ninh Provincial Portal; Information Technology and Cyber Security Monitoring Center - Government Cipher Committee...
The opinions exchanged and discussed at the conference focused on clarifying the results achieved in the operation of the Government Portals; analyzing the difficulties, obstacles and challenges; and proposing solutions to strengthen the coordination, connection, provision and sharing of information between the Government Portal and the Portals of ministries, branches and localities to more strongly disseminate policy communication work, serving the direction and administration of the Government and the Prime Minister, as well as serving the management and administration of ministries, branches and localities in each field in an increasingly practical and effective manner. In particular, some opinions suggested strengthening the connection of information and synchronous data; enhancing policy communication, applying social networking platforms; having policies and mechanisms to facilitate operations; unifying the organization and staffing to improve the quality of operations; coordinating guidance, professional training, inspection and evaluation of the operation of the Government Portal.

Concluding the conference, Minister and Head of the Government Office Tran Van Son emphasized that the purpose of the conference is to effectively serve the direction of the Government, the Prime Minister and ministries, branches and localities. In order to connect information for the direction and operation of the Government on the network environment, and at the same time fully perform the functions and tasks as prescribed in Decree No. 42/2022/ND-CP, Minister and Head of the Government Office Tran Van Son requested ministries, branches and localities, especially the leaders, to pay attention to, have investment plans, and synchronously upgrade the information system to serve information integration and connection. Pay attention to, invest in human resources, especially human resources working directly. Ministries, branches and localities agree that the Information Portal is under the Office. The Information Portals of ministries, branches and localities coordinate with the Government Information Portal not only to communicate policies but also to handle people's recommendations and feedback in a timely manner.
