At the beginning of the program, the Organizing Committee of the Conference of Industry and Trade of the Northern provinces and cities launched a fundraising campaign to support people affected by storms and floods in the localities in the past time with an amount of over 1,542 billion VND. Of which, the delegates attending the conference donated over 92 million VND, and corporations and companies donated over 1,450 billion VND.

Speaking at the opening of the conference, Minister of Industry and Trade Nguyen Hong Dien deeply sympathized with the Party Committee, government and people of the Northern and Central provinces that suffered heavy losses due to the recent consecutive storms. He emphasized that this conference focuses on three key tasks: assessing the results of industrial and trade development in the localities in the region in the first 9 months of 2025, identifying key tasks for the last months of the year; discussing orientations and solutions to overcome difficulties, strengthening regional coordination, developing the industry and trade sector in the coming time; creating a space to connect businesses - government - investors, towards forming a regional supply chain and sustainable industry clusters, improving the overall competitiveness of the Northern region.

According to the report of the Ministry of Industry and Trade, in the first 9 months of 2025, under the close leadership and direction of the Government and the Ministry of Industry and Trade, and the active coordination of all levels, sectors and localities, the industrial production situation and trade activities in the Northern region continued to maintain a good growth rate, contributing positively to the economic growth of the region as well as the whole country.

Regarding industrial development, it continues to attract many domestic and foreign investment projects, contributing to increasing the value of industrial production, creating jobs, and increasing budget revenue. In addition, industrial promotion and support for rural industrial development have been effectively implemented, helping many enterprises and production facilities innovate technology and improve competitiveness.

Regarding the field of trade and import-export: The commodity market is basically stable, supply and demand are balanced, there is no shortage or price increase, especially for essential goods. The commercial infrastructure system continues to be invested and upgraded, many supermarkets, shopping centers, wholesale markets, and convenience stores are put into operation, meeting the increasing consumption needs of the people.

E-commerce and digital transformation in the commercial sector have received attention for development, creating new momentum for the circulation of goods and modern consumption. Regarding trade promotion and international integration: The Departments of Industry and Trade have organized many trade promotion programs, fairs, connecting supply and demand, bringing Vietnamese goods to rural areas, mountainous areas, and industrial parks. Thereby, many key products, OCOP products, and regional specialties have been promoted and expanded their consumption markets.

Leaders of the Departments and Offices of the Ministry of Industry and Trade answered and clarified opinions at the Conference.

Regional cooperation and linkage activities in industrial and trade development have been promoted, gradually forming inter-provincial production and consumption chains. International economic integration has been implemented synchronously, contributing to helping enterprises grasp and expand export markets. However, there are still some difficulties and limitations such as: the progress of implementing some key industrial projects is still slow; supporting industry development is not commensurate with potential; commercial infrastructure in remote and isolated areas is still limited; e-commerce is developing rapidly but unevenly; resources for trade promotion and industrial support are still limited.

At the conference, delegates discussed and exchanged experiences in resolving difficulties and obstacles related to state management of local departments and branches after implementing 2-level local government; proposed solutions to promote production and business, create links, support and cooperation in developing the industry and trade sector in each province, city and the whole region. Enterprises also discussed investment linkage activities, production and business development, promoting trade between localities in the region...

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the conference.

Speaking at the conference, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, emphasized that Tuyen Quang has always effectively implemented programs and plans on industrial and trade development; focused on improving the investment and business environment, attracting high-tech and environmentally friendly projects. In the first 9 months of 2025, the industrial production index is estimated to increase by 7.15%; many key industrial products maintained good growth momentum such as electricity production, cement, pulp, and garments.

Trade and service activities took place vigorously, total retail sales of goods and consumer service revenue well met the needs of production and people's lives. Trade promotion and supply-demand connection were promoted, especially activities to support businesses in applying e-commerce and digital transformation, contributing to expanding the consumption market for key products and OCOP products of the province.

Chairman of the Provincial People's Committee Phan Huy Ngoc stated that the province is actively developing infrastructure for industrial parks and clusters, promoting green energy and renewable energy conversion, promoting e-commerce, applying science and technology, and digital transformation, in line with the general development trend of the whole country.

Leaders of the Department of Industry and Trade of Tuyen Quang province presented the Flag of hosting the Conference of Industry and Trade of the Northern provinces and cities in 2026 to leaders of the Department of Industry and Trade of Hai Phong city.

After the merger, a new development space has been opened, so the province is focusing on planning and synchronously investing in infrastructure of Thanh Thuy international border gate economic zone, upgrading traffic routes connecting from Tuyen Quang to the border gate, forming a chain of logistics, warehouses, and logistics services to serve the import and export of goods, creating momentum to promote border trade, building an inter-regional economic and trade center...

In his concluding remarks at the conference, Minister of Industry and Trade Nguyen Hong Dien acknowledged and commended the achievements of the Industry and Trade sector of the provinces in recent times.

In addition to the achievements, the Industry and Trade sector in the Northern region still has some limitations, leading to the achievements not being commensurate with the potential, such as: The supporting industry and the materials industry are developing slowly, not commensurate with the potential and advantages of the localities, the industrial infrastructure in many places is not synchronized, site clearance is difficult, many large projects are behind schedule. Most of the enterprises are small-scale, limited in capital, technology, weak in brand, technical standards, taking advantage of FTAs to promote exports is still limited...

To successfully achieve the national economic growth target of 8.3-8.5% in 2025 and double-digit growth in the coming years, the Minister of Industry and Trade requested localities, especially the Departments of Industry and Trade, to focus on removing difficulties, supporting business production recovery and stabilizing people's lives after the impact of storms and floods, while closely monitoring weather developments and being ready to respond to minimize damage caused by natural disasters that may occur in the coming months.

Continue to closely follow and effectively implement the Party and Government's policies and guidelines on socio-economic development and the Politburo's Resolutions to unblock and renew traditional growth drivers such as investment, consumption, export and promote new growth drivers. Focus on reviewing and substantially and effectively removing obstacles to industrial, commercial and energy projects in the area, especially large projects with high spillover effects to free up resources for local socio-economic development...
