Online conference to review, evaluate and draw lessons from the work of preventing, combating and overcoming the consequences of storm No. 3
(Haiphong.gov.vn) – On the morning of September 28, Prime Minister Pham Minh Chinh chaired an online conference with 26 northern provinces and cities to review, evaluate, and draw lessons from the work of preventing, combating, and overcoming the consequences of storm No. 3. Also attending were Deputy Prime Minister Tran Hong Ha and leaders of central ministries, departments, and agencies.
Attending the Conference at Hai Phong bridge point were Chairman of the City People's Committee Nguyen Van Tung, along with leaders of relevant departments, branches, sectors and localities.
Storm No. 3 made landfall directly in our country, causing huge damage to coastal localities, especially in Quang Ninh province and Hai Phong city. After the storm, heavy rains over a large area caused landslides, flash floods, and flash floods in most mountainous and midland provinces of the North, especially Lao Cai, Yen Bai, Cao Bang provinces..., causing serious damage to the lives and properties of the people and the State, severely affecting most socio-economic activities and infrastructure institutions on all routes from the coast to the plains, midlands and mountainous areas.
As of September 27, 2024, according to local statistics, storms, floods, and landslides have killed or left missing 344 people (318 dead, 26 missing), injured 1,976 people; 281,966 houses damaged, roofs blown off; 112,034 houses flooded. Regarding agriculture, 284,472 hectares of rice, 61,114 hectares of crops were flooded and damaged; 39,188 hectares of fruit trees were damaged; 189,982 hectares of forest were damaged; 35,029 hectares and 11,832 aquaculture cages were damaged, swept away; 44,174 livestock, 5,604,587 poultry died. Regarding infrastructure, the storm caused 14 500kV line incidents, 40 220kV line incidents, 190 110kV line incidents, 1,678 medium voltage line incidents, 6,151,038 customers lost power, of which 432 industrial parks and industrial clusters lost power. Along with that, the storm and floods damaged 8,290 fiber optic cables, 210 telecommunication antenna poles were broken; 9,235 BTS stations lost communication; 3,755 schools, 852 medical facilities were affected and damaged... The total initial economic loss was estimated at over 81,503 billion VND.
Immediately after the natural disaster, leaders of the Party, National Assembly and Government went directly to the areas affected by rain, flood and storm to direct the work of overcoming the consequences; visit and encourage the families who suffered losses. The Prime Minister decided to allocate the central budget reserve, provide 350 billion VND and 432,585 tons of rice from the national reserve for localities and agencies to implement policies to support families affected by losses and provide relief to people at risk of hunger. Many working delegations from the Central Government, localities, organizations and individuals provided support with a total budget of 432,980 billion VND to help families affected by losses. The maximum number of functional forces was mobilized to support people in restoring their houses. Notably, on the afternoon of September 21, Lao Cai province handed over 25 new temporary houses to households who lost their homes and started construction and reconstruction of Lang Nu residential area, Phuc Khanh commune, Bao Yen district, implementing 4 projects to relocate 299 households, expected to be completed before December 31, 2024.
The Ministry of Agriculture and Rural Development has synchronously deployed urgent solutions to restore, stabilize and develop agricultural, forestry and fishery production, maintain growth momentum; directed, guided, conducted field surveys, and supported localities in stabilizing residents and resettling people in areas damaged by the storm.
Regarding the mobilization of social and international resources to overcome the consequences of storm No. 3, by the end of September 25, 2024, organizations and individuals had donated and transferred to the account of the Central Relief Mobilization Committee a total amount of VND 1,764.0 billion (VND 1,035 billion has been allocated to 26 provinces and cities); Provincial and municipal Relief Mobilization Committees of 26 localities have received VND 1,654.3 billion. Many organizations, individuals and philanthropists have donated funds and goods to support people affected by storms and floods. Organizations and individuals through the Ministry of Agriculture and Rural Development have supported and committed to supporting about VND 217.4 billion to restore agricultural production. Leaders of countries and international organizations have sent messages of condolences and sympathy to Vietnam about the damage caused by storms and floods. Countries and international organizations have pledged to provide over 22 million USD to help Vietnam overcome the consequences of natural disasters. The Ministry of Agriculture and Rural Development has directly received over 220 tons of relief goods (worth 2.3 million USD) from the governments of Australia, Switzerland, India, Russia, Singapore and organizations such as AHA, JICA, Samaritan's Purse, UNICEF via air and was immediately transported to localities to promptly support people in flood-hit areas...
In Hai Phong city, storm No. 3 killed 2 people, injured 67 people, causing economic damage estimated at nearly 12.3 trillion VND. To implement the work of overcoming the consequences of the storm, Hai Phong mobilized all resources to the maximum, calling for sharing and support from all walks of life, union members, members of political and social organizations, and at the same time mobilized military and police forces to support functional units in overcoming incidents and damage caused by the storm. The city has restored and repaired technical infrastructure of traffic, electricity, and water; stabilized people's lives in a short time; quickly carried out relief work, supporting people severely affected by the storm.
With the close, timely and drastic leadership of the Politburo, the Secretariat, directly by General Secretary and President To Lam; the participation of the entire political system; the drastic, proactive direction and management, timely and effective response, early, from afar, directly at the scene of the Government, the Prime Minister, Deputy Prime Ministers, ministries, branches, and localities; the support and companionship of the people, the business community, compatriots at home and abroad, the damage has been minimized and the consequences caused by storms and floods have been promptly overcome...
In order to promptly overcome the consequences, stabilize people's lives, restore production after storms and floods, and at the same time have long-term fundamental solutions, speaking at the conference, Prime Minister Pham Minh Chinh requested ministries, branches and localities to seriously and fully implement 6 groups of solutions in Resolution No. 143/NQ-CP dated September 17, 2024 of the Government on key tasks and solutions to urgently overcome the consequences of storm No. 3, quickly stabilize the people's situation, promote production and business recovery, actively promote economic growth, control inflation well, focusing on the following tasks and solutions. The Ministry of Agriculture and Rural Development together with the Ministry of Finance proposed appropriate funding to support localities affected by storm No. 3. On the other hand, ministries, branches and localities need to strengthen the review and repair of electricity, traffic and telecommunications incidents to ensure smooth operations; Study and amend Decree 02/2017/ND-CP dated February 3, 2017 of the Government on mechanisms and policies to support agricultural production to restore agricultural production damaged by natural disasters and epidemics in the direction of increasing the level of damage support. Review families who lost their homes to resettle people to safe places, to be completed no later than December 31, 2024; immediately fix damage at schools, hospitals, and clinics to be completed by October 2024. Review and effectively implement support policies for those affected by storms; propose and commend collectives and individuals with outstanding contributions and achievements in the work of preventing, combating, and overcoming the consequences of storm No. 3; seriously handle cases of violations...
