Conference on propaganda and dissemination of laws on safety in gas production and trading activities in Hai Phong city

Implementing the Work Program and Plan No. 4671/KH-SCT dated September 5, 2025 of the Department of Industry and Trade, a conference was held to disseminate and popularize laws on safety in gas production and trading activities in Hai Phong city. The Department of Industry and Trade coordinated with the Center for Industrial Safety Technical Support - Department of Industrial Safety Techniques and Environment, Ministry of Industry and Trade on October 18, 2025 with nearly 100 delegates from Departments, branches, People's Committees of communes, wards and enterprises operating in the field of gas production and trading.

Mr. Pham Tuan Hai - Deputy Director of the Department delivered the opening speech at the Conference.

Speaking at the opening of the conference, Deputy Director of Hai Phong Department of Industry and Trade Pham Tuan Hai emphasized that the law on safety in gas business activities is an important step in completing the legal corridor on gas business, aiming to improve the effectiveness of state management and ensure safety conditions.

Hai Phong is one of the five centrally-governed cities, a national first-class urban area, an important port city, an industrial center, a seaport, and also an economic , cultural, medical, educational, scientific, commercial and technological center of the Northern Coastal Region. Hai Phong is an important traffic hub with a system of domestic and international waterways, roads, railways, and aviation, the main gateway to the sea of ​​the capital Hanoi and the northern provinces; an important traffic hub of the Northern Key Economic Zone.

With a strategic location, Hai Phong city currently has 14 liquefied petroleum gas (LPG) warehouses with a total capacity of about 63,286 ^m3 , importing, storing, and distributing LPG, serving the national energy security reserve needs, meeting the commercial needs of the city and localities in the Northern region. The system of warehouses operating to store and trade LPG meets the needs of industrial production in the area, supplying LPG in a number of industrial production sectors such as shipbuilding, mechanical engineering - manufacturing, steel production, automobile production, mattress production, etc., in addition to serving the needs of civil consumption, restaurants, hotels, etc. In the past time, the current LPG warehouse system has ensured gas supply, ensured energy security, reasonable in scale and capacity of port warehouses, ensured requirements on environmental protection and fire and explosion prevention and safety.

To raise awareness of the law on safety in gas business activities for managers, organizations and individuals operating in gas business, and at the same time disseminate knowledge and skills to prevent incidents such as gas leaks, explosions, suffocation, and minimize risks from activities related to gas production and business.

In addition to the compliance with regulations on gas business safety of enterprises, there are still violations such as: Not building and updating Risk Quantification Report, not training on safety in gas business, not establishing a logbook or electronic database applying information technology to monitor LPG cylinders sold to LPG traders, inspecting equipment with strict requirements... Enterprises often do not even know about administrative violations, so the inspected enterprises all have errors and behaviors that are subject to administrative sanctions.

Through the Conference, many questions and difficulties of enterprises in the process of implementing legal regulations were also answered by experts from the Department of Chemicals, Department of Industry and Trade and the Center for Industrial Safety Technical Support - Department of Industrial Safety and Environment, Ministry of Industry and Trade at the conference, contributing to supporting enterprises in complying with the law, while raising awareness of preventing risks of fire, explosion, gas leakage, risks affecting workers or administrative violations from unsafe gas trading activities.

The conference helps businesses and managers grasp the regulations on safety management in gas trading. The results achieved after the conference are the raising of awareness and commitment to compliance of units and businesses in the area. At the same time, the conference has created a forum for frank exchange between management agencies and businesses, helping to remove difficulties and obstacles in the direction of proper implementation of regulations, contributing significantly to raising awareness and building a safe and sustainable management system in gas trading for the city.
