The Provincial People's Council issued a policy on one-time subsidies due to the restructuring of the administrative apparatus.

The People's Council of Tuyen Quang province has just issued Resolution No. 09/2025/NQ-HĐND, stipulating the amount of one-time allowance for workers affected by the reorganization of the administrative apparatus.

The People's Committee of Minh Xuan Ward held a meeting with the ward's non-specialized staff.

This policy aims to provide timely support to those affected by the reorganization of the administrative apparatus in accordance with the resolutions of the National Assembly and the Government. The resolution applies to those working outside the allocated staff quota at provincial and district-level associations (within Tuyen Quang and Ha Giang provinces before July 1, 2025) who must cease employment immediately when the province implements the two-tiered local government model.

The specific beneficiaries include: Chairpersons and Vice-Chairpersons (of working age or retired); and individuals of working age employed under labor contracts. The lump-sum allowance is determined based on the actual length of service at the Associations, specifically as follows: Those with 24 months or more of service immediately preceding the termination of employment will receive a lump-sum allowance equal to 24 months of their current salary or remuneration; those with less than 24 months of service immediately preceding the termination of employment will receive an allowance equal to the number of months of service multiplied by their current salary/remuneration.

The resolution takes effect immediately from the date of issuance (October 24, 2025). The Provincial People's Council assigns the Provincial People's Committee to organize the implementation of this policy. The Standing Committee of the Provincial People's Council and relevant agencies are responsible for closely monitoring the implementation process to ensure the legitimate rights of affected workers.

Resolution No. 09/2025/NQ-HĐND reflects the Tuyen Quang province's concern for ensuring the implementation of policies and regulations in the process of restructuring and reforming the administrative apparatus.
