The Provincial People's Council issued a one-time subsidy policy due to the apparatus arrangement.

The People's Council of Tuyen Quang province has just issued Resolution No. 09/2025/NQ-HDND, regulating the one-time subsidy level for workers affected by the administrative apparatus reorganization.

This policy aims to promptly support those affected by the reorganization of the apparatus in accordance with the resolutions of the National Assembly and the Government. The resolution applies to those who work outside the quota at provincial and district-level Associations (in Tuyen Quang and Ha Giang provinces before July 1, 2025) and must quit their jobs immediately when the province implements the two-level local government organization model.

Specific subjects include: Chairman, Vice Chairman (of working age or retired); people of working age working under labor contracts. The one-time subsidy level is determined based on the actual working time at the Associations, specifically as follows: Actual working time of 24 months or more immediately before the time of resignation will receive a one-time subsidy equal to 24 months of current salary or remuneration; less than 24 months immediately before the time of resignation will receive a subsidy equal to the number of actual working months multiplied by the current salary/remuneration.

The Resolution takes effect from the date of issuance (October 24, 2025). The Provincial People's Council assigns the Provincial People's Committee to organize the implementation of this policy. The Standing Committee of the Provincial People's Council and relevant agencies are responsible for closely monitoring the implementation process to ensure the legitimate rights of affected workers.

Resolution No. 09/2025/NQ-HDND demonstrates Tuyen Quang province's concern in ensuring regimes and policies in the process of arranging and innovating the administrative apparatus.
