Leading the way in digital transformation.
Comrade Vu Dinh Hung, Member of the Provincial Party Committee, Director of the Department of Education and Training, stated: Tuyen Quang is the first province in the country to complete the industry database and sign a coordination agreement with communes and wards to strengthen state management of education. After the two-tiered local government model came into operation, the education sector proactively addressed difficulties and obstacles to effectively implement tasks and solutions for the development of education and training.
The streamlining of the school network is considered a bold step, addressing the fragmentation and inefficiency in many disadvantaged areas. Through reviewing, rearranging, and reorganizing the school network, the education sector has decisively consolidated scattered school locations and merged small-scale schools into centralized multi-level schools, creating more favorable conditions for investing in synchronized infrastructure and improving the quality of teaching and learning. To date, 100% of public kindergartens and primary and secondary schools in the area have had their financial autonomy plans approved, demonstrating trust and strong empowerment from the management level.
In addition, the standardization and training of teachers to improve their quality have been consistently prioritized, with the percentage of teachers meeting and exceeding standards steadily increasing. Specifically, this rate reached 99.3% at the preschool level (an increase of 3.3%); 80.7% at the primary school level (an increase of 19.7%); and 95% at the lower secondary school level (an increase of 8%).
Tuyen Quang's education sector has boldly taken the lead in digital transformation and the application of information technology. Currently, 100% of educational institutions are connected to fiber optic internet and use management software synchronized with the Ministry of Education and Training 's industry database. 100% of administrative procedures under the authority of the Department of Education and Training are provided online through the National Public Service Portal, with over 90% of procedures being resolved online, minimizing paperwork and maximizing convenience for citizens and schools.

The quality of education in Tuyen Quang during the past academic year was not only reflected in improvements to the system, but also affirmed by concrete achievements and fundamental innovations in teaching methods.

The 2018 General Education Program has been implemented comprehensively and effectively from grade 1 to grade 12. This represents a revolution in methodology, requiring significant changes from both teachers and students. In preschool education, Tuyen Quang actively implements the STEAM education model in conjunction with the theme "Building a child-centered preschool," stimulating creativity and critical thinking in young children from their early years. For general education, the province has achieved universal English and computer literacy for 100% of students from grades 3 to 12, equipping the younger generation with essential skills for integration in the context of globalization and the digital age.
The 2024-2025 academic year saw impressive achievements with 74 national-level awards for outstanding students. Beyond domestic awards, the province is proud to have students selected to form the national team for international competitions and two science and technology projects selected to compete in the United States. These achievements are not only a source of pride but also a driving force for promoting learning and scientific research throughout the province.
In the coming period, the province will accelerate the implementation of Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development and the Politburo's policy on building boarding schools for primary and lower secondary levels in border communes. The implementation of Resolution 71-NQ/TW in Tuyen Quang province will significantly contribute to creating equity in access to education for learners and a breakthrough in improving the quality of education in the context of challenging geographical, economic, and social conditions, with over 80% of the population being ethnic minorities. This will contribute to improving the quality of human resources and meeting the goals and requirements of the province's economic and social development in the new period.
The province has approved and commenced construction on six urgent public investment projects to build multi-level boarding schools with a total estimated investment of over 1,300 billion VND from the central budget and other legal sources. Efforts are being made to concentrate all resources on completing these six "model" schools before August 30, 2026, as an important step to learn from experience and replicate best practices, creating a spacious and well-equipped learning environment for children of ethnic minorities in the area.
