Provincial People's Committee regular meeting in August

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Following closely the leadership and direction of the Government and the Prime Minister , along with thoroughly implementing the working theme for 2024 "Maintaining discipline, enhancing responsibility, innovation, creativity, and real efficiency", the Provincial Party Committee, People's Council, and People's Committee always uphold the spirit of responsibility, solidarity, unity, and focus on directing the synchronous, drastic, and focused implementation of tasks and solutions to maintain production development; promptly grasp the situation, remove difficulties and obstacles, and effectively support businesses to promote production and service business development.

Specific results: Industrial production value in July 2024 reached VND 8,457 billion (up 15%); accumulated in 7 months reached VND 56,779.7 billion (up 7.9% over the same period last year). Import and export activities recovered positively, total export turnover in July reached 281.5 million USD (up 8.3%), accumulated in 7 months of 2024 reached nearly 1,807.1 million USD (up 12.6%), focusing on groups of goods such as: electronic components, auto parts, footwear production accessories, garment fabrics...

Trade and service activities were vibrant, with total retail sales of goods in the month reaching VND6,589 billion (up 26.1% over the same period). Ninh Binh continued to affirm itself as a leading destination for domestic and foreign tourists . The cumulative number of visitors in the first 7 months reached over 6.5 million (up 33.8%); revenue from tourism activities reached VND6,269.4 billion (up 47.6% over the same period last year).

Total state budget revenue in the first 7 months of 2024 reached VND 9,149.67 billion, reaching 49.2% of the estimate, up 12.4% over the same period last year.

The work of planning, planning management, and development of transport infrastructure has received special attention. In particular, in recent times, the province has focused on reviewing and completing the planning dossier of Ninh Binh province to agree with the Prime Minister's approval decision and develop a plan to implement the provincial planning in accordance with regulations; establish a project to build Ninh Binh province into a centrally-run city with the characteristics of a millennium heritage urban area... Many important transport infrastructure projects such as: Ninh Binh - Hai Phong expressway, East - West route, DT.482 route, Van river overpass... are being accelerated.

Regarding agricultural production, due to the impact of storm No. 2 and heavy rain, some newly planted rice and vegetable areas were flooded; currently, units and localities are actively implementing remedial measures to ensure the proposed production plan. Irrigation, dykes, flood and storm prevention work continues to receive attention and direction. The work of building advanced new rural areas (NTM) and model NTM has achieved positive results, Yen Khanh district has been recognized by the Prime Minister as meeting advanced NTM standards in 2023.

Culture - society, foreign affairs activities have made much progress. 2024 is the 8th consecutive year since 2017, Ninh Binh has had the average score of all the exams of the High School Graduation Exam in the top group, continuing to affirm the position of the provincial education sector in the country. The work of building the government, judiciary, ethnicity, administrative reform, handling complaints and denunciations and preventing and combating corruption has been focused on. Security and national defense have been maintained.

At the conference, leaders of departments, branches and localities discussed and focused on clarifying a number of important contents related to the arrangement of administrative units at district and commune levels; site clearance for project implementation, budget collection, disbursement of public investment capital; preparations for the new school year; production recovery activities after flooding, progress in building advanced rural areas and model rural areas. Some delegates also suggested the need to promptly remove difficulties and obstacles in legal procedures in auctioning land use rights; pay attention to investing in facilities, increasing the number of teachers for the education sector; strengthen the maintenance and restoration of historical and cultural relics...

Speaking at the conference, the Vice Chairmen of the Provincial People's Committee requested departments, branches and localities to strengthen coordination in handling and resolving tasks. Pay attention to overcoming dyke landslides, protecting natural disaster prevention and control works; allocate resources to implement the tree planting and protection program; organize the examination and evaluation of the results of building Yen Mo district to meet advanced NTM standards; effectively implement the province's plan to complete the NTM construction task in 2024; remove obstacles in asset liquidation; districts and cities focus on reviewing land use planning, ensuring compliance with the approved Provincial Master Plan.

The Department of Natural Resources and Environment has solutions to implement the 2024 Land Law to ensure timeliness, synchronization, unity, effectiveness and efficiency. The Department of Construction coordinates with the Department of Planning and Investment to focus on reviewing, removing difficulties, and speeding up the implementation of social housing projects...

Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: In July and the first 7 months of 2024, following the leadership and direction of the Government, the Prime Minister, the Standing Committee of the Provincial Party Committee, the Provincial People's Committee and departments, branches and localities have been unified, focused and made great efforts in directing and operating socio-economic development, thereby ensuring employment, social stability, creating consensus and support among the people. Security and order are maintained, national defense is ensured.

The key tasks set out in July were basically well implemented. The existing problems in the first 6 months of the year were focused on and resolved immediately in July, such as budget collection, including the collection of land use rights auctions. With positive and specific solutions, the province has so far collected over 1,816 billion VND, reaching nearly 50% of the estimate, an increase of 8.7 times over the same period. There have been many advances in social culture, especially the province's general education has increasingly affirmed its quality and solid position.

Investment in state management of culture and cultural works has received special attention, creating a solid foundation for the development of the cultural industry in the coming time. Tourism services have maintained rapid and sustainable growth; tourism promotion activities of provincial leaders, the Provincial People's Council, the Provincial People's Committee and departments and branches in recent times have been effective, many international tourist markets have been opened...

Regarding the key tasks for August and the last months of 2024, the Chairman of the Provincial People's Committee highly agreed with the content stated in the draft report. At the same time, he requested departments, branches and localities to continue focusing on removing difficulties and obstacles, prioritizing growth rate, ensuring budget collection according to the assigned plan, maintaining political security and social order and safety.

Focus on implementing drastic and effective solutions to promote disbursement of public investment capital. Review and evaluate the implementation status, disbursement capacity and completion of each project; promptly transfer capital from tasks and projects that are not eligible for disbursement or disbursement is slow to tasks and projects with good disbursement capacity and need additional capital according to regulations. Resolutely overcome difficulties and obstacles in site clearance work, meeting the requirements of project implementation progress.
