In her opening speech at the workshop, Ms. Nguyen Thi Thanh Thuy - Deputy Head of the Central Economic and Social Committee of the Vietnam Women's Union emphasized: The national target program on new rural construction after 15 years of implementation has achieved many important results, the appearance of the countryside has changed significantly. Contributing to that achievement is the active participation of all levels of the Union, members, and women in the Campaign to Build a Family of 5 No, 3 Clean. This is an initiative that has become a brand, a unique mark of the Vietnam Women's Union in participating in new rural construction and has been highly appreciated by Party committees, authorities, and sectors.
The campaign is the concretization of mobilizing members and women to build prosperous, progressive, happy, and civilized families associated with 11/19 criteria for building new rural areas.

In Lam Dong, with the active participation of Women's Unions at all levels, the campaign has created clear marks, from building Flower Road models, Waste Collection Teams to improving the material and spiritual life of women members, contributing to the completion of new rural criteria, especially criteria on environment and socio-political organization.

The implementation of the Campaign to Build a Family of 5 No's and 3 Clean's practically contributes to the implementation of the criteria for building new rural areas in the period of 2010 - 2025. Up to now, over 80% of member households have achieved 8 criteria of 5 No's and 3 Clean's, 285 households have achieved the criteria of 5 Yes and 3 Clean's in 41 advanced new rural communes, 16 model new rural communes, the poverty rate has decreased to 1.09%, the lives of women have been improved day by day, contributing to protecting the environment with the locality, completing the criteria for building new rural areas and advanced/model new rural areas.

Every year, 100% of grassroots associations register to carry out at least 1 typical project/part of work associated with new rural construction in terms of landscape and environment such as: Flower route; clean house, clean kitchen, bright alley model; Garbage-free route; Green, clean and beautiful route; Women's group not using plastic bags, Women's group planting trees in front of the house...

During the period 2010 - 2025, the whole province has built, maintained and expanded more than 822 models, such as: Women's Union Model 5 no, 3 clean; Family 5 yes 3 clean, Safe village for women and children, Association with no children dropping out of school, Green living Women Model, Turning plastic waste into money Model, Women participating in health insurance model...

The coordination between the Women's Union and departments and branches has been increasingly strengthened. The inspection of the campaign associated with the construction of new rural areas is regularly carried out by the Provincial Women's Union in conjunction with the annual inspection of the Union's Charter. Thereby affirming the important role and positive contribution of women in the implementation of the National Target Program on new rural construction.

Lam Dong province, representing the Central Highlands provinces, was selected by the Central Committee of the Vietnam Women's Union to organize the first workshop among the six regions nationwide, showing that the campaign was actively implemented. Although it achieved good results, there were still some difficulties in the implementation process.

Therefore, in the period of 2026 - 2030, the Vietnam Women's Union determined that it is necessary to innovate the content and implementation methods of the campaign in the direction of: Adding new practical criteria such as: Sustainable poverty escape, no violation of the law, social evils, ensuring cyber security, physical and mental health, clean - green - smart houses, clean kitchens, emission reduction, food safety; ensuring sustainable replacement fertility...; associated with digital transformation, e-commerce, circular economy; promoting family service models, sustainable livelihoods; strengthening multi-sectoral and multi-sectoral connections in implementing the campaign and building new rural areas.

At the workshop, delegates presented, discussed, and shared practical experiences, initiatives, as well as difficulties and challenges in the process of implementing the campaign to participate in building new rural areas. Thereby, proposing directions and solutions to implement the campaign in conjunction with the National Target Program on building new rural areas for the period 2026 - 2030. At the same time, contributing ideas to adjust and supplement the content of the criteria of 5 no, 3 clean and 5 yes, 3 clean in accordance with the orientation of developing new rural areas in the new period.

These are important bases for proposing key contents for the Vietnam Women's Union to participate in the National Target Program on New Rural Construction for the period 2026 - 2030 to better promote the role of women, the Union organization and for the Campaign to Build a Family of 5 No's, 3 Clean's to continue to promote practical effectiveness, contributing positively to the construction of new rural areas and sustainable national development.
