Scientific workshop "Orientation of Hanoi Capital Planning for the period 2021-2030, vision to 2050"

On the morning of September 29, the Party Committee of Hanoi Universities and Colleges and the Hanoi Institute for Socio -Economic Development Studies chaired and coordinated with the National Economics University to organize a scientific workshop with the theme "Orientation for Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050".

Promoting and mobilizing intellectual resources and brainpower to develop the Capital

Speaking at the opening ceremony of the workshop, Secretary of the Party Committee of Hanoi Universities and Colleges Nguyen Thanh Son said that the scientific workshop "Orientation of Hanoi Capital Planning for the period 2021 - 2030, vision to 2050" is of important significance in contributing to providing scientific arguments and contributing opinions to the development of the Capital Planning.

Over the past time, universities, experts, and scientists have focused on research with more than 60 papers included in the conference proceedings. These are dedicated contributions to jointly build a stronger capital city, on par with the capitals of other countries in the region and the world.

Speaking at the opening of the workshop, Vice Chairman of the Hanoi People's Committee Ha Minh Hai said that up to now, the Hanoi Institute for Socio-Economic Development Studies, the agency assigned by the City to develop the Capital Planning, has coordinated with the Research Consulting Consortium (7 consortiums) to complete a draft of a plan, and is preparing to carry out the steps to solicit opinions on the plan according to regulations. During the research and planning process, the Hanoi Party Committee and People's Committee have directed the planning agency to organize many seminars and discussions to solicit opinions from agencies, organizations, experts and scientists. Today's workshop is also part of this series of workshops.

Comrade Ha Minh Hai said that the capital Hanoi has an extremely favorable feature that no other locality in the country has, which is the headquarters of nearly 100 universities and colleges located in the area, including many large universities with a long tradition of development, with thousands of lecturers, scientists, and highly qualified staff, of which the number of professors, doctors, and scientists accounts for about 65% of the country. Therefore, organizing today's seminar is also to promote and mobilize the enormous intellectual and brainpower resources in the capital for the work of planning the capital in particular and building and developing the capital in general.

60 articles with diverse and rich content

According to statistics, the Organizing Committee has received more than 60 articles with diverse and rich content, the articles are of very high quality with two main lines of articles. That is focusing on clarifying and further developing the contents mentioned in the Capital Orientation Outline. In which, many articles delve into giving more specific comments on the development philosophy, the connotation of "Culture - Civilization - Modernity", the main guiding thoughts, major orientations in the Capital Planning Orientation Outline...

Along with that is the analysis, assessment of the current situation and proposal of planning orientations for the sectors and fields of the Capital. This series of articles has many articles with very deep expertise in architectural planning, underground space, traffic development, urban development, forest development in the city... science and technology and innovation, education, health, economic growth models, and especially issues of green transformation, digital transformation, circular economy...

According to Vice Chairman of Hanoi People's Committee Ha Minh Hai, accurately identifying Hanoi's bottlenecks and their causes will contribute to coming up with breakthrough ideas and specific solutions so that Hanoi can break through and develop in the spirit of Resolution 15 of the Politburo, and at the same time, continue to suggest orientations for the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, to build Hanoi Capital into a truly livable city.

At the workshop, delegates listened to 11 comments from experts and scientists, such as: "Some main contents of the Hanoi Capital Planning" by Prof. Dr. Hoang Van Cuong, National Assembly delegate, Vice President of the National Economics University; "Developing, renovating and reconstructing public spaces and green spaces in the center of Hanoi Capital" by Assoc. Prof. Dr. Architect Le Quan, President of Hanoi University of Architecture; "Promoting the leading and connecting role of Hanoi city to develop a modern and sustainable capital region" by Assoc. Prof. Dr. Bui Anh Tuan, Party Secretary, President of Foreign Trade University; "Some comments on the outline of the planning orientation of Hanoi Capital for the period 2021 - 2030, with a vision to 2050" by Prof. Dr. Pham Van Dien, President of the University of Forestry.

Speed up the progress of the Capital Planning

Concluding the workshop, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized that this is a forum connecting scientists and leading experts in various fields to promptly supplement and complete the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050.

According to Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, the content of the workshop is very special, discussing important issues of the city, not only related to Hanoi's issues, immediate issues but also long-term, vision not only stopping at 5 years. Therefore, if Hanoi has the right and accurate planning, it will also have an important function as a locomotive, driving force, contributing to spreading and leading the socio-economic development of the Northern region, including the Red River Delta region to develop in the coming time.

Appreciating the presentations at the workshop as well as the comments and suggestions of experts and scientists on the Hanoi Capital Planning, comrade Nguyen Van Phong said that the city will have more enthusiasm because these comments not only provide the city with new issues in planning, especially the Capital Planning that need attention. Among them, there are many issues that have not been clarified in the outline and suggestions for the Capital Planning, but today the comments at the workshop helped the city clarify them more...

The opinions expressed at the conference as well as the discussions in the proceedings are the passion and love of experts and scientists for Hanoi, so that the city can develop more strongly in the coming time with the view that the city does not compete with other provinces and cities in the country but must be on par with countries in the region and the world. At the same time, striving to become a globally connected city by 2045, because it represents the face of the country. In particular, the Capital Planning has a new perspective of taking the Red River as the central landscape axis for the development of the Capital in the coming time.

The city will seriously absorb and accept the solutions and recommendations of scientists to supplement and concretize them into programs and plans, especially for the organization and implementation of the Capital's planning work which is in the final stage, it is necessary to widely collect opinions from experts, scientists, ministries, sectors, and people to complete the first integrated planning product of the Capital to ensure progress and quality.../.
