On the morning of March 21, in Hanoi, the Ho Chi Minh National Academy of Politics and the Australian Embassy in Vietnam organized the Workshop "Vietnam: 40 years of Renovation and Vision 2045".
The workshop was attended by more than 200 delegates from Party agencies, government ministries and branches, research and training institutes, representatives of the Australian Embassy in Vietnam and experts from Australia.
The workshop is an important part of the research series serving the summary of 40 years of Vietnam's Doi Moi supported by the Vietnam - Australia Center, aiming to analyze and make policy recommendations on important development issues of the country, contributing to realizing Vietnam's development vision to 2045. The research results contribute to the drafting of a report summarizing 40 years of Doi Moi and draft documents to be submitted to the 14th National Congress of the Party.
Australian Ambassador to Vietnam, Mr. Andrew Goledzinowski, emphasized the efforts to support Vietnam in realizing Vision 2045: "We are working to support Vietnam in realizing Vision 2045. The relationship between our two countries has never been stronger and we will continue to cooperate in areas of mutual interest, based on the trust as stated in the joint statement on upgrading the relationship between Australia and Vietnam to a Comprehensive Strategic Partnership".
Within the framework of the workshop, there were 3 thematic sessions on "Global trends and public governance system in Vietnam"; "Urban development and financial sector reform in Vietnam"; "Overcoming the middle-income trap and towards sustainable development".
Dr. Dao Ngoc Bau - Ho Chi Minh National Academy of Politics emphasized the global trends and great opportunities for Vietnam. According to Mr. Bau, there are three basic things, great opportunities for Vietnam. That is the new awareness of industrialization, modernization and the model of growth and development of a socialist-oriented market economy . The second opportunity is to help Vietnam form a connecting industry and establish digital infrastructure. Third, Vietnam can also take advantage of its geostrategic advantages, Vietnam can form a bridge country with ASEAN countries and East Asian countries, those are the opportunities that bring to Vietnam".
Analyzing the public administration system in Vietnam over 40 years of innovation, Professor Tran Ngoc Anh - International Scholar, Indiana University, USA, recommends attracting capable staff.
"Reforming the evaluation system is to create motivation for work and reforming the law to create a working space. When we have comprehensive policies to create a push, the three aspects of the civil service and its governance system can be improved to serve the country's development. I think this issue is very important. This 40-year renovation project helps us with proposals for the Party to consider and include in the strategy for the next term" - Prof. Tran Ngoc Anh said.
Speaking at the workshop, Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics emphasized: Taking advantage of new opportunities for development and being able to overcome challenges by "considering challenges as opportunities for development" in the new period.
Mr. Nguyen Xuan Thang emphasized: "After nearly 40 years of implementing the renovation process, shifting from a centrally planned economy to a market mechanism; proactively and actively integrating comprehensively and deeply into the international community, along with a creative approach, Vietnam has achieved great achievements of historical significance. From an agricultural and backward country, Vietnam has left the group of low-income countries since 2008; the size of the economy reached 430 billion USD, ranking 35th in the top 40 largest economies in the world... From a closed, closed economy, Vietnam has become the 22nd largest trading partner globally. In 2023, the total import-export turnover reached nearly 700 billion USD, attracting foreign investment reached 23 USD, the highest level ever"
Mr. Nguyen Xuan Thang hopes that international experts and scholars will evaluate the 40-year renovation process to supplement an objective and realistic perspective for Vietnam to take advantage of new development opportunities: "How to take advantage of new development opportunities and overcome them in the way of "considering challenges as opportunities for development" in the new period. Explanations must be supported by arguments, with convincing analysis, lessons learned, ways of doing things, and especially to have policy orientations to both inherit the good achievements that have been and are being achieved, and to have new ways of doing things so that we can achieve success in the next period".

Roundtable discussion: "Vietnam: 40 years of Renovation and vision 2045", Mr. Nguyen Ba Hung, chief economist, Asian Development Bank (ADB) in Vietnam emphasized lessons learned and solutions for Vietnam after 40 years of renovation:
"The first point is that there is a change in thinking from a planned economy to a market economy that has shifted over a 40-year period, which is a very big mark. The second shift is also repositioning the role of the State in the economy; from a mindset that the State does everything, the state-owned economy is the main one, but gradually the State has repositioned its role to be less directly involved in economic activities. The third content is the role of the private economy, we have also focused on developing the private economy, but mainly small and medium enterprises".
And here is the sharing of Ms. Vu Thi Quynh Hoa - Country Director, Oxfam Vietnam: "The role of the Government in expanding strategic cooperation relations, listening to different perspectives of the international community, taking advantage of resources and lessons learned to serve the development of Vietnam. Secondly, it also enhances the role and position of Vietnam in regional and world forums. Vietnam can absolutely share the experience of other countries in how to ensure sustainable growth along with poverty reduction, ensure fair opportunities as well as strengthen cooperative relations to serve the development of Vietnam".
The research results at the Workshop are expected to serve as the basis for the development of the Draft Report summarizing 40 years of innovation and the Draft Documents to be submitted to the 14th National Congress of the Party.
