- On July 24 and 25, 2025, implementing the direction of the People's Committee of Lang Son province on enhancing knowledge and skills on bidding, online bidding and operations on the National Bidding Network System, the Department of Finance coordinated with the National Online Bidding Center, the Bidding Management Department, the Ministry of Finance to organize a conference to disseminate and guide the implementation of legal regulations on bidding, online bidding and operations on the National Bidding Network System for more than 300 officials who are leaders and specialists of specialized departments related to bidding work of departments, branches and People's Committees of 65 communes and wards in Lang Son province.

According to the conference's proposal, after implementing the two-level local government, it is very necessary to grasp and understand the legal regulations on bidding, online bidding and operations on the national bidding network, especially when the implementation of bidding work according to current regulations has many new points and changes compared to the provisions of the Bidding Law No. 22/2023/QH15 of the 15th National Assembly , dated June 23, 2023.

The conference was held to help the bidding work of relevant units and individuals ensure compliance with the provisions of the bidding law. At the same time, it helps departments, branches, sectors and communes and wards of the province to grasp the regulations on applicable subjects; forms of contractor selection; bidding; competitive bidding; contractor selection in special cases; principles of applying contractor selection forms; approval of contractor selection plans for projects, procurement estimates... to ensure the implementation of centralized procurement, public investment and investment, as well as the effective procurement of goods using the State budget and other sources of capital in accordance with the provisions of law.

At the conference, leaders, officers and experts related to bidding work of departments, branches and People's Committees of 65 communes and wards were informed by experts from the National Online Bidding Center and the Bidding Management Department, introduced new regulations on bidding and online bidding; introduced new features on the national bidding network system; exchanged and discussed issues on bidding and online bidding, as well as difficulties related to bidding work; provided guidance on functions and procedures for account registration, use of digital certificates, online contractor selection process and preparation of online bidding documents, online bidding participation, bid opening, etc.

Through the conference, leaders, officers and experts related to bidding work of departments, branches and People's Committees of 65 communes and wards of Lang Son province have accumulated more useful knowledge in implementing legal regulations on bidding, especially online bidding, thereby effectively applying them to investment management and public procurement, as well as effectively implementing bidding activities of agencies and units in an increasingly professional, transparent and fair manner.
