On the afternoon of January 18th, the Ho Chi Minh City Party Committee organized a conference to study, understand, and implement the 2024 thematic topic: “Studying and following Ho Chi Minh's thoughts, ethics, and style on practicing democracy, strengthening the rule of law, ensuring discipline; attracting high-quality and dedicated human resources in building a civilized, modern, and compassionate city.”
The conference was held in person at the main venue, the City Party Committee Hall, and online at 1,481 other locations, with the participation of 78,750 officials and Party members.

The conference aims to further disseminate and promote to cadres, Party members, civil servants, employees, union members, association members, armed forces personnel, and all strata of the people a deeper understanding of the profound content and values of Ho Chi Minh's thought, ethics, and style in the overall theme of the term, specifically concretizing it into the 2024 thematic topic. Through this, it strengthens Party building, government building, and attracts high-quality and dedicated human resources to build and develop agencies, units, localities, and the city to become increasingly clean, strong, civilized, modern, and compassionate. This contributes to the successful implementation of the Resolution of the 13th National Party Congress, the Resolution of the 11th Ho Chi Minh City Party Congress, and the Resolutions of Party Congresses at all levels.
At the conference, delegates listened to Comrade Pham Phuong Thao, former Deputy Secretary of the City Party Committee and former Chairwoman of the Ho Chi Minh City People's Council, present the content of the 2024 thematic topic. Accordingly, Comrade Pham Phuong Thao presented in depth the thoughts, ethics, and style of Ho Chi Minh regarding practicing democracy, strengthening the rule of law, ensuring discipline; and attracting and utilizing talent. She particularly emphasized the President's thoughts, ethics, and style on practicing democracy, strengthening the rule of law, ensuring discipline; and on attracting, valuing, and utilizing talent. From this, she outlined many tasks and solutions to effectively implement the 2024 thematic topic.
The conference also heard Lê Hồng Sơn, Deputy Head of the Standing Committee of the Ho Chi Minh City Party Committee's Propaganda Department, provide guidance on the implementation of the 2024 thematic program.
Specifically, the comrade requested that Party committees, Party organizations, government agencies, the Vietnam Fatherland Front Committee, and political and social organizations in Ho Chi Minh City implement the 2024 thematic program in conjunction with the implementation of the Party Congress resolutions at all levels and the fulfillment of political tasks, addressing pressing and prominent issues of their respective sectors, localities, agencies, and units. They should promote the exemplary role of cadres and Party members, especially leaders, in Party building work, and continue to develop and implement the Ho Chi Minh Cultural Space. Alongside this, they should promptly identify, nurture, publicize, commend, and replicate outstanding examples and models in studying and following the thoughts, ethics, and style of Ho Chi Minh.
Simultaneously, widely disseminate information among all segments of the population regarding the core content of the entire thematic program, including the practice of democracy, strengthening the rule of law, ensuring discipline, attracting high-quality and dedicated human resources in building a civilized, modern, and compassionate city, and the key tasks that localities, agencies, and units need to focus on implementing in 2024; promote, disseminate, and organize the implementation of the 2024 thematic program in conjunction with the commemoration of major national and city holidays, patriotic emulation movements, and the political tasks of localities, agencies, and units in 2024.
