Lee added that foreign employees of foreign companies registered in Hong Kong would be allowed to apply for single-entry visas for multiple entries to mainland China. The policy will take effect from October 26.

Mr. Lee noted that stamp duty will be reduced from 15% to 7.5% for second home buyers and non-resident buyers. This policy is aimed at helping to revive the property sector, which is one of the pillars of the economy. The new stamp duty rates for real estate will take effect immediately.
Mr. Lee also said that the special stamp duty equivalent to 10% of the house price will be waived for owners who resell the property for a period of 3 years to 2 years. In addition, qualified foreign talents will no longer have to pay stamp duty on real estate if they do not become permanent residents.
According to Mr. Lee, the Hong Kong government will provide 20,000 HKD (more than 63 million VND) to people with newborn children if the father or mother has been a permanent resident for 3 years. In addition, families with newborns will be given priority in the queue to rent public housing, effective from April 2024.
