Meeting of the Steering Committee for site clearance for the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway construction investment project

On January 15, the Steering Committee for Site Clearance (GPMB) of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Investment Project held a meeting to deploy compensation for site clearance of the project. Comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for Site Clearance of the project chaired. Attending were Comrade Hoang Van Thach, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, sectors and People's Committees of 2 districts: Thach An, Quang Hoa.

The investment project to build the Dong Dang - Tra Linh expressway under the form of public-private partnership (Phase 1) was approved by the Provincial People's Committee in Decision No. 1199/QD-UBND dated September 15, 2023. Immediately after the Provincial People's Committee approved the Land Acquisition and Site Clearance Sub-project, the Project Management Board (PMU) signed a contract to implement the Land Acquisition and Site Clearance with the Land Acquisition and Site Clearance agencies of Thach An and Quang Hoa districts. Up to now, the handover of the extracted and measured cadastral maps of Thach An district has been done by 3/5 communes and towns (Van Trinh, Thuy Hung, Duc Xuan); Quang Hoa district has been done by 4/4 communes and towns (Chi Thao, Tien Thanh, Hanh Phuc and Hoa Thuan town). In Lang Son province, Lang Son Provincial People's Committee assigned the People's Committees of Trang Dinh and Van Lang districts to be the investors of the Land Acquisition and Site Clearance Sub-project according to the scope of each district.

The first phase of land acquisition and clearance stake placement was carried out by localities according to plan. Cao Bang province has a total length of about 41.35 km (through the districts of Thach An and Quang Hoa), with 56/69.06 km of land acquisition and clearance stakes planted in the field; 41.35/41.35 km of land acquisition and clearance stakes were handed over to the People's Committees of the two districts. Lang Son province has a total length of about 52 km (through the districts of Van Lang and Trang Dinh), with 46.3/52 km of land acquisition and clearance stakes planted in the field (the unplanted section is in De Tham commune, Trang Dinh district - Tham Luong dam bypass); 46.3/52 km of land acquisition and clearance stakes were handed over to the People's Committees of Van Lang and Trang Dinh districts.

Bomb and mine clearance work is being carried out according to regulations; the work of moving power lines is being organized to select a consulting contractor to prepare a design file for moving power lines according to regulations; completed for the area of forest use conversion in Cao Bang.

Speaking at the meeting, Chairman of the Provincial People's Committee Hoang Xuan Anh requested the Steering Committees at all levels to be highly determined to carry out the site clearance work according to the set plan, expected to be completed in June 2024, and to carefully prepare construction material mines. In the process of implementing site clearance compensation, it is necessary to establish permanent working groups, propaganda working groups, and mobilize people to respond, creating high consensus among the people. Propagate and disseminate information on the scale of the project, mechanisms, and land recovery policies; count and compensate for site clearance for households using recovered land, minimizing damage to people's property. The Standing Office advises the Provincial People's Committee on the contents of the work with the Lang Son Provincial People's Committee, including the design plan for the section from Km 32+500 - Km 38+200 (avoiding Tham Luong dam, Radar Station 59).

Prepare well for the conference to deploy the land acquisition and clearance work of the Dong Dang - Tra Linh expressway construction investment project through Cao Bang province and the conference to launch the "100-day peak campaign to implement land acquisition and clearance work". Regarding the regime, policies and land acquisition and clearance, it is necessary to comply with the State's regulations, propagate and handle other supports according to regulations.
