The international press conference to announce draft documents to be submitted to the 14th National Party Congress to collect public opinions, organized by the Central Propaganda and Education Commission, took place on the afternoon of October 15 in Hanoi.

Announcing the basic contents of the draft documents to be submitted to the 14th National Congress of the Party, Deputy Head of the Central Propaganda and Education Commission Lai Xuan Mon said that at the 13th Central Party Committee Conference, the Central Committee met and decided on many important tasks, including approving and emphasizing the importance of the draft documents to be submitted to the Congress.

Affirming that this is the core content, directly related to the success of the 14th National Party Congress, associated with rapid and sustainable development, improving people's lives, Mr. Lai Xuan Mon said that the process of building and preparing documents was carried out by the Central Committee meticulously, thoroughly, updated, edited, supplemented many times and designed in the direction of innovation, science , succinctness, and substance.

The Central Committee has also directed to continue to supplement and perfect the document to make it concise and profound, demonstrating strategic vision and breakthroughs in new conditions of institutions, infrastructure, human resources, as well as clarifying the contents of digital transformation, green transformation, regional connectivity, smart cities, etc.

On that basis, the Central Propaganda and Mass Mobilization Commission officially announced the full text of the draft documents and sought public opinions, including: Draft Political Report of the 13th Party Central Committee to be submitted to the 14th National Congress of the Party; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing and orienting the supplementation and amendment of the Party Charter.

At the press conference, answering questions from VNA reporters about the time, form, content, and method of collecting opinions from officials, party members, and people, Deputy Head of the Committee Lai Xuan Mon said that the time for collecting opinions from officials, party members, and people on the draft documents to be submitted to the 14th National Party Congress will be from October 15 to November 15, 2025. The subjects of the consultation are officials, party members, people of all walks of life, and overseas Vietnamese. The content of the consultation is the entire content of the draft documents to be submitted to the 14th National Party Congress.

According to Mr. Lai Xuan Mon, there are 3 forms of collecting opinions, including: Organizing to collect opinions through conferences, seminars, and discussions; through the VneID application; through mail.

The Central Committee of the Vietnam Fatherland Front and socio-political organizations at all levels organize to collect opinions according to the vertical system. Party committees at all levels and central and local press agencies receive letters of comments sent by the people. The Ministry of Public Security coordinates with the Central Party Office, the Central Propaganda and Education Commission and relevant agencies and units to collect opinions from cadres, party members and people on draft documents submitted to the 14th National Party Congress on the VneID application. Vietnamese representative agencies abroad receive letters of comments from overseas Vietnamese.

The Central Propaganda and Mass Mobilization Commission synthesizes comments from cadres, party members and people on draft documents to be submitted to the 14th National Congress of the Party.

"The method of synthesizing opinions is carried out according to the form instructed by the Central Propaganda and Mass Mobilization Department," said Mr. Lai Xuan Mon.

Also at the press conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee and Mr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council, Permanent Deputy Head of the Editorial Team of the 14th National Congress Documents answered questions from domestic and international press on issues related to the Draft documents of the 14th National Congress of the Party.
