The Draft Political Report of the 14th National Congress has proposed the policy of "building a modern, equitable national education system in the direction of standardization, modernization, democratization, socialization and international integration". This is a correct and timely strategic orientation, reflecting the new vision of our Party in response to the country's development requirements in the period of the 4.0 industrial revolution and deep global integration.

The draft accurately assesses that entering the new era, if Vietnam wants to develop quickly and sustainably, it must rely on high-quality human resources. This is completely in line with reality: human resource quality is becoming the decisive factor in productivity and national competitiveness in the knowledge economy . An open, modern, practical education will be a launching pad to train citizens with knowledge, skills, and qualities to meet new development requirements and the task of defending the Fatherland.

The proposed policy emphasizes the openness and integration of the education system, showing that educational thinking has changed, no longer closed but moving towards regional and world standards. This can be considered a step forward in awareness compared to before, when education was always affirmed as the top national policy but the "world-class" factor was not clearly emphasized like this time.

The draft also frankly acknowledges the limitations and weaknesses of the current education system, such as "an education system that is not based on output standards, lacks openness and has difficulty keeping up with the general trends of the world ".

The current state of education in Vietnam shows many existing problems: the curriculum and teaching methods still focus heavily on imparting academic knowledge, not focusing on developing practical skills; the mindset of testing and examination is still heavy, not oriented towards assessing output capacity; the education system is fragmented, lacking connectivity and inflexible in recognizing skills and knowledge acquired outside of school. These weaknesses make our country's education slow to innovate, making it difficult to keep up with progressive trends in the world.

Therefore, the Draft's requirement to immediately overcome the shortcomings and backwardness of education is very correct. In particular, the Draft emphasizes fairness in education, considering it the foundation of a modern education. This is consistent with the major policies of our Party and State in recent times, demonstrated through specific policies such as free tuition from kindergarten to high school nationwide from the 2025-2026 school year.

This policy was passed by the National Assembly with high consensus, aiming to ensure that all children have equal access to education, leaving no one behind. This shows that the Draft's humane and equitable educational orientation is gradually being realized in life.

The international context is also carefully analyzed in the Draft as a basis for the orientation of educational innovation. The Draft correctly recognizes that a modern education system will help Vietnam create new competitive advantages: advanced curriculum and innovative teaching methods will enable Vietnamese students to be capable of working in an international environment, attract investment and promote scientific and technological cooperation.

The assessment of the situation and orientation of education in the Draft is quite comprehensive, profound and "on point". This guiding viewpoint has correctly reflected objective requirements and is a step forward in the Party's awareness of the role of education in the future of the nation.

Proposing breakthrough solutions

Although the orientation is very correct, to realize this goal, there must be stronger and more breakthrough solutions. The new draft stops at the strategic orientation level, it is necessary to add practical and feasible breakthrough solutions to achieve the goal .

To perfect institutions and educational policies, priority should be given to building and perfecting a synchronous legal framework for educational development to meet new requirements.

Specifically, it is necessary to soon amend and supplement the Law on Higher Education and the Law on Vocational Education in the direction of increasing autonomy for educational institutions, linking autonomy with accountability for output quality.

At the same time, reform the education financial mechanism: allocate the budget effectively and transparently; encourage socialization and mobilize the private sector to invest in education at all levels.

In addition, building a national qualifications framework and a quality assessment and accreditation system according to international standards will serve as a foundation for schools to orient their training programs according to output standards and integration.

Another institutional breakthrough solution is to merge and reorganize the network of higher education institutions, overcoming the current fragmentation . Forming a number of key, multi-disciplinary universities that are competitive in the region, and focusing on investment to develop into internationally ranked schools.

At the same time, promote international cooperation in education through an open mechanism for foreign schools and programs to cooperate or operate in Vietnam. Develop policies to attract international students and promote the exchange of Vietnamese lecturers and students to study abroad. Open and progressive institutions and policies will create an environment for educational breakthroughs.

Developing the teaching staff and improving the quality of educational human resources: People are the decisive factor in the success or failure of educational innovation, so it is necessary to make a breakthrough in the policy of developing the teaching staff and educational management staff.

Along with that, innovate the training and development of teachers in a modern direction: update advanced pedagogical methods, require all teachers to be regularly trained to improve their professional capacity and technological skills. Have a mechanism to attract talents into the pedagogical sector. Select people with good expertise and passion for pedagogy (including from other fields) to teach. At the same time, boldly eliminate weak teachers who do not meet professional standards.

In particular, it is necessary to focus on cultivating teachers' moral qualities and innovative spirit. It is necessary to improve the capacity of educational managers at all levels (principals, education departments, etc.). A team of teachers and managers who are well-remunerated, have good expertise, and are ethical will be the vanguard force to ensure that all educational reforms are implemented effectively.

Modernizing educational infrastructure and applying technology: To have a modern education, it is necessary to make a breakthrough investment in school infrastructure, equipment and educational technology. First of all, the State must continue the program of consolidating schools, especially in remote and isolated areas, ensuring that all students can study in conditions of minimum standard facilities.

In addition, modernize classroom equipment: Universalize high-speed Internet connection for all schools. Each classroom has enough equipment to support digital teaching. Promote the development of digital learning materials and online teaching platforms to support learning anytime, anywhere.

Therefore, it is necessary to build national platforms for open lectures, electronic libraries, and connect schools nationwide to share resources and narrow the digital gap between regions. On the other hand, for higher education and vocational training, it is necessary to invest in developing laboratories, research centers, and modern standard practice workshops so that students have a creative practice environment, combining learning with practice.

The government should select a number of key educational institutions for focused investment. In addition, attention should be paid to developing infrastructure for inclusive education and special education.

Along with the three main groups of solutions mentioned above, it is necessary to implement breakthroughs in innovation of programs, teaching and learning methods and building a healthy educational environment.

Regarding the program, continue to streamline the content in the direction of "learning less, understanding more" , increase the time for skill training and creative experiential activities. Fully implement the new general education program in the direction of developing learners' qualities and abilities; ensure the philosophy of "taking learners as the center", strongly shifting from imparting knowledge to developing self-study capacity, critical thinking and creativity.

Regarding teaching methods, teachers are encouraged to apply active methods: project-based learning, problem solving, hands-on experiments, and technology applications to increase students' interest and learning effectiveness. In addition, innovate assessment methods towards comprehensive assessment of competencies instead of just memory testing. Promote assessment models through learning portfolios, group assignments, research products, etc. combined with standardized exams to objectively assess core competencies, reducing unnecessary exam pressure.

Finally, build a humane, safe and creative educational environment in every school. It is necessary to thoroughly understand the principle of respecting and encouraging learners : students are listened to, allowed to express their opinions, encouraged to experiment and accept failure as part of learning.

At the same time, measures must be taken to ensure the physical and mental safety of students : say no to school violence, and do not let any student be discriminated against or abandoned. For teachers, create an environment where they can teach with peace of mind, be respected by society, and have their honor protected. When the educational environment is healthy and creative, reforms in programs and new methods will truly be effective, creating a breakthrough in the quality of education.

With the synchronous combination of the above mentioned solutions on institutions, human resources, infrastructure and professional innovation, we expect that Vietnam's education will have strong breakthroughs in the coming period.
