Promoting the role of cultural strength, literature, art and artists

The opinions not only affirmed the importance of culture, literature and art in the country's development strategy, but also proposed many specific solutions to promote the role of artists, boost the cultural industry, preserve and spread national cultural values in the integration era.

Create conditions for artists to promote their creative role

Commenting on the draft documents of the 14th National Party Congress, Ms. Tran Thi Thu Dong, Vice President of the Vietnam Union of Literature and Arts Associations, President of the Vietnam Association of Photographic Artists, expressed her agreement and high consensus with the Draft Documents submitted to the 14th National Party Congress. Accordingly, the Draft Documents of the 14th National Party Congress have updated quite fully the new viewpoints and guiding thoughts of General Secretary To Lam and the Politburo , which are both strategic and demonstrate a breakthrough, but also very specific, easy to remember and understand.

“The document has been carefully and scientifically drafted, the structure is presented tightly, the content objectively reflects the country's development process, deeply demonstrates the Party's strategic vision, the aspiration and determination to bring our country to develop strongly in an era of prosperity, civilization and happiness,” Ms. Tran Thi Thu Dong expressed.

Commenting on the Draft Political Report of the 14th National Party Congress, President of the Vietnam Association of Photographic Artists Tran Thi Thu Dong assessed that the draft has demonstrated the development process of the country's fields. The report's content has made a general assessment and frankly acknowledged the limitations and shortcomings after 5 years of implementing the Resolution of the 13th National Congress, thereby drawing some experiences in the coming time, focusing on emphasizing the orientation of renewing the growth model, restructuring the economy; promoting industrialization, modernization, rapid and sustainable national development; fundamental innovation, improving the quality of human resources, developing people, synchronizing socialist-oriented market economic institutions; building and promoting cultural values, the strength of Vietnamese people...; at the same time, clearly identifying 6 key tasks and 3 strategic breakthroughs during the 14th National Congress term (2026 - 2030).

Regarding specific fields such as literature and art, Ms. Tran Thi Thu Dong said that the draft has emphasized the role of culture as a spiritual foundation and a driving force for development, but it is necessary to further highlight the role of literature and art in the process of building Vietnamese people in the new era of "patriotism - humanity - creativity - integration". Therefore, it is necessary to add a separate paragraph in the culture section "Strongly develop literature and art, create conditions for artists to promote their creative role, truly and deeply reflect life, and arouse the desire to develop a prosperous and happy country. Ensure the right to freedom of creation within the legal framework, in accordance with the fine cultural traditions of the nation, along with enhancing social responsibility and civic responsibility".

According to Ms. Tran Thi Thu Dong, the Party needs to have more specific policies in nurturing and promoting the team of artists, especially young talents, traditional and specific art fields. It is necessary to supplement the policy of strategic investment for the cultural industry, associated with digital transformation in the creation and dissemination of literary and artistic works. In addition, it is necessary to innovate leadership methods in the direction of respecting the characteristics of artistic creation, encouraging social criticism in a constructive spirit; strengthening the role of the Vietnam Union of Literature and Arts Associations, Central Literature and Arts Associations in consulting, criticizing, appraising and orienting the development of literature and arts.

The draft needs to emphasize the factor of "Preserving and promoting the value of national cultural heritage in the context of globalization", developing advanced Vietnamese culture, imbued with national identity, proactively exchanging and integrating internationally, absorbing the quintessence of humanity to enrich the national culture; having a medium-term public investment program for the fields of literature and art, especially infrastructure serving the creation, dissemination of works and art education; strengthening training in literary and art criticism theory, developing the field of independent, objective criticism, with public-oriented values in accordance with the law and on the basis of national cultural values... - Ms. Tran Thi Thu Dong clearly stated.

Artists - creative subjects and vision builders

Dr. Architect Phan Dang Son, Chairman of the Vietnam Association of Architects, said that the Draft Documents of the 14th National Party Congress were carefully and scientifically drafted, deeply demonstrating the strategic vision of the Party, the aspiration of the entire people and army to develop our country into a strong one in the era of the nation's rise for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism, in the context of complicated world geopolitics, and climate change that has been and is causing dangers to humans.

According to Architect Phan Dang Son, the Draft Documents of the 14th National Party Congress have continued the spirit of "Aspiration to develop a prosperous and happy country", deeply expressing the idea of comprehensive development, combining knowledge economy - culture - people - environment in the same development axis, at the same time expressing the cultural and humanistic vision of "Building a strong, prosperous, humane and civilized Vietnam - where every citizen can live in a safe, creative and happy environment". This is a new and unique development idea, taking human values, national cultural identity and creativity as the spiritual driving force of the industrialization and modernization cause.

Regarding the role of intellectuals and artists, the 14th Congress Document affirmed the role of intellectuals and artists in the development strategy to 2045: "Intellectuals are a particularly important force in creating, disseminating knowledge, developing science, technology, culture and education; artists are soldiers on the ideological and cultural front, contributing to cultivating the Vietnamese soul, mettle and aspirations." Thus, it has been clarified that intellectuals and artists are not only people who reflect reality but are also creative subjects and creators of visions for national development in the new era.

To achieve the requirements of the 14th Congress Document, Architect Phan Dang Son said that intellectuals and artists must proactively renew their thinking, improve their qualifications to be able to integrate globally, stay close to the country's reality, reflect the breath of the times, not be far from the people, the interests of the people, and the nation. The Party and the State need to continue to focus on creating a favorable environment for artists to promote their role, be guaranteed the right to freedom of creation within the legal framework, in accordance with the fine cultural traditions of the nation, along with enhancing social responsibility and civic responsibility, listening to the dissenting voices of the collective and of individuals; have a mechanism to care for and honor artists; strongly develop literature and art, preserve and promote the value of national cultural heritage in the context of globalization; develop an advanced Vietnamese culture, imbued with national identity, proactively exchange and integrate internationally, absorb the quintessence of humanity to enrich the national culture. There needs to be more specific policies in nurturing and promoting the team of artists, need to supplement strategic investment policies for the cultural industry, associated with digital transformation in the creation and dissemination of literary and artistic works.

Regarding the field of urban and rural architecture and planning, the Draft Document of the 14th National Party Congress has determined that “Urban and rural development is an important driving force of industrialization and modernization; planning and architecture must go one step ahead, ensuring synchronization, sustainability, identity and adaptation to climate change”. This guiding ideology puts architecture and planning in the pioneering position in organizing the national development space, as the axis of orientation for all socio-economic development activities of the country.

Architect Phan Dang Son suggested that the document should clarify the issue of preserving and promoting the value of traditional architecture, urban-rural heritage (village) associated with economic development of tourism and national cultural identity. Because architecture is the visual image of culture, losing architectural identity means losing national identity in living space and living environment.

This draft document also clearly states “developing modern Vietnamese architecture, rich in national identity, harmonizing tradition and modernity, between people and nature”. Thus, it can be said that architecture has been recognized by the Party not only as culture but also as a means of expressing national identity in the integration period. This is the Party’s cultural - aesthetic - identity vision directly linked to national soft power.

Ms. Tran Thi Thu Dong and Architect Phan Dang Son both believe that, with the correct orientation and strategy of the Party, the consensus of the entire people and army, the 14th National Party Congress will be an important historical milestone, bringing the country to rapid and sustainable development, in which literature, art and architecture - planning will play an important and solid role in developing the country sustainably in the new era under the leadership of the Party.
