According to the report on the results of the patriotic emulation movement and the commendation work for the period 2020 - 2025 and the direction and tasks of the emulation and commendation work for the period 2025 - 2030 of the Ministry of Education and Training at the congress, the emulation movements have closely followed the political tasks, identifying emulation as an important measure to successfully implement the goals and development tasks of the industry, with the effect of motivating and arousing the tradition of patriotism, the spirit of solidarity, dynamism, creativity, self-reliance, self-improvement, creating new motivation and new factors in party members, civil servants, public employees and workers in the education sector.

Implementing the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030", the contents of encouraging learning, encouraging talents, building a learning society, the spirit of self-study, actively learning throughout life, and training activities of students have been integrated into the instructions for implementing political education tasks and student work at the beginning of the school year and instructions for the Citizen - Student Activity Week in training institutions...
Notably, the implementation of the emulation movement "Innovation and creativity in management, teaching and learning" launched by the Ministry of Education and Training has created a clear change. The sector has achieved many outstanding results in popularizing and improving the quality of nurturing, caring for and educating preschool children.
As of August 2025, 100% of provinces and cities have maintained and met the standards for universal primary and secondary education, of which 64% of provinces and cities have been recognized as meeting the standards for universal primary education at level 3. The rate of school consolidation in 2024 will reach 84.7% for preschools, 86.5% for primary schools, 95.4% for secondary schools, and 97.3% for high schools. Basically, the network of educational institutions has met the learning needs of the people.
Over the past 5 years, many collectives and individuals in the industry have been awarded Medals of various types by the President, the titles of People's Teacher, Excellent Teacher; the Prime Minister awarded the Government's Emulation Flag, Certificates of Merit; the Minister of Education and Training awarded the Ministry's Emulation Flag and Certificates of Merit...
Promoting the achievements, in the coming time, the Ministry of Education and Training will mobilize the combined strength of Party committees and organizations at all levels in implementing emulation and reward work. The whole sector will compete to innovate, improve the quality of education and training, provide high-quality human resources, meet the requirements of national development in the period of 2025-2030, thereby motivating and encouraging teachers, lecturers, workers, students to unite, overcome difficulties, and strive to complete assigned tasks well.
